Job description

The Senior Finance Manager of MCST oversees and manages professionally all financial aspects of the property, including budgeting, financial reporting, and ensuring compliance with relevant regulations such as BMSMA and IRAS, while also managing the MCST's finances and advising the financial implications to facilitate decision by the Management, Executive Committee and Council.

Key Responsibilities
Financial Planning and Budgeting
  • Develop and manage the MCST's annual budget, ensuring it aligns with the needs and financial goals.
  • Prepare and present financial reports, including income statements, balance sheets, and cash flow statements, to the MCST Executive Committee and Council.
  • Conduct financial forecasting and analysis to anticipate future financial needs and risks.
Financial Management
  • Manage the MCST's financial resources, including collecting and disbursing funds, managing bank accounts, and overseeing investments, all within the BMSMA.
  • Monitor and track expenses, ensuring they are within budget and compliant with regulations.
  • Oversee the payment of invoices and other financial obligations.
Compliance and Reporting
  • Ensure compliance with relevant laws and regulations, including the Strata Titles Act and other relevant legislation.
  • Maintain accurate financial records and documentation.
  • Work with auditors to ensure the MCST financial statements are accurate and compliant.
Stakeholder Communication
  • Communicate financial information to the MCST council, subsidiary proprietors, and other stakeholders in a clear and concise manner.
  • Address financial inquiries and concerns from subsidiary proprietors and other stakeholders.
AGM and Key Liaison Person
  • Overall lead in managing and organizing the MCST AGM.
  • MCST Key holder to all subsidiary proprietors’ confidential records.
  • Main liaison point with external legal counsel on all MCST financial and AGM matters, including required filing of information with IRAS and BMSMA.
  • Liaise with external and internal auditors, tax agent and lawyers to support audit, tax and other statutory requirements.
  • Coordinate with group HQ, internal stakeholders and other relevant departments.
Finance Team Lead
  • Lead a team of finance specialists, provide guidance and support to the team to ensure financial operation is delivered according to guidelines and timeliness.
  • Manage and develop the Finance team through general supervision, training and development, KPI setting and monitoring, one-on-one meetings and coaching etc.
  • Conduct process reviews periodically to identify any inefficiencies, and define areas for improvement, ensuring processes remain relevant, align with MCST’s goals, and foster continuous improvement.
Other Duties
  • Work with other MCST departments and staff to ensure the smooth operation of the workflows, providing guidance on finance topics when necessary.
  • Stay up-to-date with changes in relevant laws and regulations.
  • Any other finance related duties and projects that may be assigned from time-to-time.
Key Requirements
  • Degree in Accountancy or equivalent with at least 15 years of relevant working experience, of which at least 8 years in a managerial position.
  • Good understanding of Singapore financial reporting standards and local tax rules.
  • Knowledge of relevant laws and regulations, including the BMSMA and Strata Titles Act.
  • Good governance and compliance mindset.
  • Good adaptability and communication skills to interact effectively with different groups of stakeholders.
  • Able to work in a fast-paced environment with high volume of transactions.
  • Experienced in property management or facility management in shopping mall or retail environment. Mixed integrated developments, MCST background will be an added advantage.
  • Exhibit strong leadership, people management and interpersonal skills.
  • Ability to lead a team with a positive mindset and self-driven with a desire for knowledge and learning with a can-do attitude.
  • Able to work within tight timelines, resourceful and systematic in resolving problems.
  • Independent and strong interpersonal, analytical, writing and planning skills.
  • Able to handle stress, with ability to prioritize multiple tasks to meet tight deadlines.
