Job summary

A government agency in Singapore seeks a candidate to lead data management and system operations in support of vaping case management. Job description
[What the role is]

The incumbent leads comprehensive data management and systems operations supporting vaping case management and enforcement activities. This role involves overseeing data infrastructure, analytics capabilities, and system integrations whilst ensuring data quality, security, and compliance with government data standards. He/ She works collaboratively within the Division to provide robust data and system support for the national effort against vaping.

[What you will be working on]
Data Management & Infrastructure Oversight
  • Lead comprehensive data management operations including data collection, validation, storage, and maintenance across all vaping case management systems.
  • Oversee data quality assurance processes and establish data governance frameworks to ensure accuracy, completeness, and consistency of operational data.
  • Manage data infrastructure and ensure compliance with government data security standards and protection requirements.
Systems Operations & Integration Management
  • Oversee case management systems operations and ensure system availability, performance, and reliability for operational users.
  • Lead system integration initiatives with external agency systems and platforms to enable seamless data exchange and operational coordination.
  • Manage system enhancements, upgrades, and troubleshooting to support evolving operational requirements.
Analytics & Reporting Support
  • Provide analytical support to the Divison CMO, CMCC, and AOC through data analysis, trend identification, and insights generation.
  • Develop and maintain analytical dashboards, reporting tools, and data visualizations to support operational monitoring and management decision-making.
  • Support preparation of data-driven reports and briefings for senior leadership on operational trends and performance metrics.
Data Standards & Process Development
  • Establish and maintain data standards, definitions, and protocols to ensure consistent data management practices across all operational teams.
  • Develop standard operating procedures for data handling, system access, and data security compliance.
  • Lead continuous improvement initiatives to enhance data quality, system efficiency, and analytical capabilities.
Technical Coordination & Vendor Management
  • Coordinate with Government Technology Agency (GovTech), Smart Nation Digital Government Office (SNDGO), and other technical agencies on system requirements and implementations.
  • Manage relationships with system vendors and service providers to ensure effective system support and maintenance.
  • Serve as primary technical liaison for systems and data-related matters requiring senior-level coordination.
Team Leadership & Capability Building
  • Lead and supervise the Systems & Data team, ensuring effective team performance and technical capability development.
  • Provide guidance on complex data and systems issues, and support team capability building through coaching and training initiatives.
  • Oversee duty support arrangements for system incidents and ensure service continuity.
Other Duties
  • Perform any taskings and duties as directed by the Director or senior management.
[What we are looking for]
Qualifications and Experience
  • Relevant experience, preferably in information systems, data science, computer science, information technology, or related field with minimum 5 to 7 years' experience in data management, systems administration, or IT operations within government, healthcare, or regulatory environments.
  • Proven leadership experience managing technical teams and data/systems operations with demonstrated ability to oversee system integrations and data governance frameworks.
  • Demonstrated experience coordinating with government technical agencies and managing vendor relationships for system implementations and support.
Core Competencies and Skills
  • Strong technical and analytical capabilities with deep understanding of data management principles, system architectures, and data security standards. Proficient in Python scripting for data analysis and automation, and Power BI for dashboard development and data visualisation.
  • Excellent stakeholder management and communication skills with proven ability to translate technical concepts for non-technical audiences and coordinate cross-functional initiatives.
  • Strong organisational and leadership skills with ability to manage multiple technical priorities simultaneously in dynamic, fast-paced government environments.

The successful candidate will be offered a 1-year contract (with option for automatic renewal for a further one year) in the first instance.
