We are looking for you, Safety & Integrated Management System Engineer, to join our Safety Team in the Singapore Refinery.

In this role you will focus on adopting Neste Operations Excellence Management System (OEMS) and translating it to the Singapore refinery Integrated Management System (IMS) with ISO 9001, 14001, 45001, SS651 and best practices. You will provide your expertise to lead the Singapore refinery IMS, ensuring safety compliance is analysed, updated, and sustained.

You will collaborate closely with the Singapore Safety department and our Corporate Safety Team in Finland. As the local administrator of the Neste Continuous Improvement Reporting System, you will manage, analyse, trend, gain insights, and learn from refinery unsafe conditions, near‑misses, incidents, and audit management.

Further responsibilities
Audits
  • Lead & coordinate audits, such as ISO certification, recertifications, internal/external audits, regulatory audit (eg. SS651), Corporate Insurance Survey, and Neste OEMS (Operations Excellence Management System) Principle/compliance audit and self‑assessment.
  • Ensure audits action closure, preparation and follow‑up are sustainable.
IMS (Integrated Management System – Neste OEMS, SS651, ISO 9001, 14001, 45001)
  • Lead, develop, and implement Singapore refinery IMS.
  • Prepare and facilitate annual Management Review, support the Management Representative, follow up on annual Management Review recommendations, and track area of improvement closure.
  • Be the NMS (Neste Management System) Space‑owner and liaise with cross‑functional teams on QMS activities (i.e. NMS Space/procedure/audits).
  • Gatekeep/maintain NMS documentation framework to ensure compliances are met throughout the certification period.
Compliance/Legal Register
  • Review quarterly Legal Register related to Health, Safety, Environmental legal requirements & ISO Standards.
  • Work with relevant stakeholders to interpret legal requirements.
  • Review compliance activities on a monthly basis.
Owner of Neste Continuous Improvement Reporting System
  • Own Singapore refinery NCR System, process NCR reportings, serve as program owner, and be its user administrator.
  • Lead & drive Near Miss reporting program: data trending, analysis, proposals, and recommendations for corrective and preventive actions.
Incident Learning
  • Own and manage Incident Learning processes (i.e. reporting, classification, investigation & actions) to ensure compliance with corporate, regulatory & site requirements.
  • Advise stakeholders on incident classification and reportable incidents.
  • Participate in incident investigations as Safety SME or as team leader.
  • Lead cross‑functional team to trend and propose improvement plans to reduce incident rate and improve safety culture.
Keys to success in this role / The best combination to succeed in this role
  • Minimum 8 years safety working experience in petrochemical or chemical industry.
  • Bachelor’s Degree in chemical / process / process safety engineering; a Master’s Degree in a related field is highly desired.
  • Strong understanding and knowledge to lead, support, implement and operationalise IMS to the workforce.
  • Ability to lead the organization in audit preparations, execution, follow‑up closure, and analysis of long‑term effectiveness, durability and ongoing compliance of implemented actions.
  • Ability to interpret corporate and regulatory requirements and effectively translate them into practical, organization‑specific solutions while ensuring stakeholder alignment.
  • Experienced incident investigation leader or facilitator.
  • Strong communication, writing and analytical skills.
  • Registered WSHO is an added advantage.
