Job summary

A recruitment agency is seeking an experienced engineer in Singapore to review construction drawings and coordinate site execution on engineering projects. The ideal candidate must possess a diploma or higher in engineering, preferably mechanical or electrical, and be a Registered M&E Resident Technical Officer with BCA Singapore. Responsibilities include monitoring installation quality and supporting site acceptance testing. Job Responsibilities

• Review and interpret construction drawings, schematics, SLDs and layout plans
• Identify design coordination issues during site execution and work with the design team to support resolution
• Support Requests for Information (RFI) and constructability reviews
• Apply relevant local regulatory requirements, including SCDF, PUB, and NEA guidelines, in project execution
• Assist in the preparation of compliance documents, test plans, and submissions for FSC and TOP
• Supervise site installations such as HVAC, fire protection, process piping, electrical, and control systems
• Monitor installation quality, material deliveries, and documentation to ensure compliance with project requirements
• Support and witness site acceptance testing (SAT), testing and balancing (TAB), and functional performance testing
• Maintain site records including daily reports, photo documentation, non-conformance records, and rectification tracking
• Participate in coordination meetings with contractors, consultants, clients, and relevant stakeholders to address technical matters

Job Requirements

• Diploma or higher qualification in an engineering discipline, preferably mechanical or electrical
• Registered M&E Resident Technical Officer (RTO) with BCA Singapore
• Relevant site experience in building services projects; good to have experience in pharmaceutical or GMP facilities
• Ability to read and interpret M&E drawings and support technical clarifications (RFI)
• Knowledge of SCDF, PUB, and NEA submission and approval processes
• Familiarity with FSC testing, TOP submission procedures, and common system testing requirements
• Good to have exposure to process or gas piping, high-voltage electrical systems, or BMS
• Good to have experience supporting GMP validation activities (e.g. DQ, IQ, OQ coordination)
• Ability to use BIM or model-review tools such as Navisworks for coordination support
• Able to coordinate with design teams, Qualified Persons (QPs), subcontractors, clients, and authorities
