Job summary

A leading service firm in oil and gas seeks a Regulatory Compliance Engineer in Singapore. The candidate will be responsible for regulatory compliance across project life cycles, demanding a minimum of 15 years experience in upstream oil and gas engineering. Job description

Job responsibilities
  • Report to the Project Manager/ FEED Manager depending on the phase of the project.
  • Implement Company work processes, procedures and quality policies as required by project.
  • Advise the Project Management Team on regulatory compliance status, risks, deviations and potential impacts to cost, schedule and scope.
  • Adhere to Company contractual requirements, Scope Boundaries and support the Project/ FEED Manager with the Management of change on assigned areas.
  • Be responsible for setting up and implementation of Regulatory Compliance requirements within the Project organisation for the Company’s scope, based on Project requirements and in alignment with Client-issued philosophies, specifications and regulatory strategies.
  • Act as the single point of contact with the Regulatory Compliance team in the Client organisation for all topsides-related regulatory matters within the Company’s scope.
  • Receive and interpret Client instructions related to regulatory and classification compliance and ensure controlled dissemination and implementation within the Project organisation.
  • Advise and support the engineering and design disciplines on regulatory and classification matters throughout project execution, including conducting regulatory awareness sessions and training as required, to ensure consistent interpretation and application of applicable requirements. Monitor changes in applicable regulations, standards and classification rules, assess impact on the project and ensure timely communication and implementation within the Company’s scope.
  • Review feedback from Classification or Certifying Authority(s) on the Company’s scope design and assist with resolution of issues in coordination with the Client’s regulatory and classification interface.
  • Evaluate discrepancies in design from approved design basis, Client specifications and scope of work, and advise and assist with resolution of issues.
  • Evaluate design against applicable regulations, codes and design standards and establish, update and maintain a regulatory compliance status tracking register for the Company’s scope.
  • Support early FEED-phase equipment and package procurement by embedding regulatory and classification requirements into requisitions, technical specifications, bid enquiry packages, technical bid evaluations and vendor documentation.
  • Provide regulatory and classification compliance support during construction, fabrication, mechanical completion phases, ensuring fabrication yard activities comply with applicable regulations, classification rules, Client requirements and approved project documentation.
  • Interface with Construction, Fabrication and Yard teams to ensure regulatory and classification requirements are understood, implemented and maintained during construction activities.
  • Support and participate in classification and verification surveillance activities at fabrication yards, including audits, inspections, hold points and witness points applicable to the Company’s scope.
  • Review and assess construction-stage deviations, non-conformances, concessions and field changes from a regulatory and classification compliance perspective and support their resolution in coordination with Project Management and the Client.
  • Identify and Support preparation, review and close‑out of regulatory and classification compliance documentation required for construction completion, mechanical completion, load‑out, and handover, as applicable.
  • Ensure that all risks related to his/her area of responsibility are identified, assessed and preventive measures are implemented in a timely manner when required.
  • Be responsible for the progress of assigned Regulatory Compliance scopes, including planning, coordination and timely submission of topsides deliverables for regulatory, classification and verification review, in line with project budget and schedule.
  • Support the Project/ FEED Manager on verification activities as required by the verification body / classification society or other applicable approving authorities.
  • Represent the Company during project meetings, audits, verifications, workshops and technical reviews and be responsible for an effective and timely resolution of identified issues.
  • Provide technical support related to Regulatory Compliance at the fabrication site, whenever required.
  • Prepare and deliver regulatory compliance dossiers to the client in the agreed templates.
  • Continuously seek to improve working methods, tools and procedures and contribute actively to experience transfer.
Work experience requirements
  • Must have a minimum of 15 years of experience having worked in a multi-disciplinary engineering setup for upstream oil & gas projects (Fixed and Floating installations), having served in the capacity of a Regulatory Compliance Engineer, having accrued thereof a minimum experience of 5 years in the capacity of a Regulatory Compliance Lead.
  • Must have prior work experience with medium/ large sized brownfield and/or greenfield projects in the upstream Oil and Gas sector with similar roles and accountabilities and possess a good understanding of project phases, milestones, deliverables and internal & external interfaces.
  • Must have demonstrable experience working within an Operator-led regulatory framework, where the Client retains ownership of overall philosophies, specifications and direct regulatory authority engagement.
  • Must have strong computer literacy in commonly used business applications such as MS Office and be proficient in the use of document management systems, compliance registers, and engineering project databases supporting regulatory and classification compliance activities.
Qualifications
  • Bachelor’s or master’s degree in chemical engineering or other equivalent engineering specialisation.
Other skills
  • Must have a sound understanding and knowledge of oil and natural gas industry standards and be well versed in regulations applicable to Upstream projects under regulatory regimes such as UKCS/ NCS and Canadian Offshore Regulations.
  • Be conversant with the interpretation, implementation and verification of classification society requirements, including interface with classification societies during FEED and EPC project execution
  • Must have excellent technical communication (verbal and written) skills with proven ability to present technical issues to design teams, client, technical authorities and verification bodies.
  • Must have excellent interpersonal skills and ability to work well with people at all levels.
  • Must be a self-starter who can work independently, make sound decisions, analyse problems and provide focused solutions.
