Job summary

A major oil and gas company in Singapore is seeking an experienced professional to lead the planning and execution of commissioning requirements for USCG projects. The ideal candidate will have 15-20 years in regulatory compliance and a proven track record in large-scale projects. Responsibilities include managing relationships with regulatory authorities and ensuring adherence to safety standards. Strong leadership and communication skills are essential for coordination with multidisciplinary teams and project stakeholders.

Qualifications

  • 15-20 years in commissioning and regulatory compliance within oil & Gas.
  • Proven track record in managing regulatory compliance in large scale flagship projects.
  • Hands-on experience with regulatory approvals, statutory certification, and deviation management.

Responsibilities

  • Lead the planning and execution of United States Coast Guard commissioning requirements.
  • Manage relationships with regulators and Class authorities; prepare compliance plans.
  • Track regulatory status of equipment and packages; apply and record deviations.

Skills

Deep understanding of IMO, SOLAS, and other statutory requirements
Proficient in commissioning and start-up processes
Ability to develop and maintain compliance matrices, certification, records, and deviation logs
Strong knowledge of safety standards and SIMOPS during commissioning
Ability to lead multidisciplinary teams and coordinate with regulators and project stakeholders
Clear and effective communication with internal and external teams

Lead the planning and execution of United States Coast Guard commissioning requirements while ensuring full compliance with regulatory, Class, Flag State, and company standards throughout project execution.

Manage relationships with regulators, Class authorities; prepare and submit regulatory compliance plans and progress.

Track regulatory status of equipment and packages; apply and record deviations and exemptions.

Requirements
  • 15-20 years in commissioning and regulatory compliance within the oil & Gas and United States Gulf of America region.
  • Proven track record in managing regulatory compliance in large scale flagship projects.
