Job summary

A recruitment agency in Singapore seeks a professional to support procurement and contract management for building projects. The role involves collaborating with project teams, preparing tender documents, and providing procurement advice. Candidates should have a tertiary qualification or equivalent experience, along with skills in organising, analysis, and IT. This is a full-time position with a working arrangement from Monday to Friday, offering a 1 year & 9 months contract.

Qualifications

  • Preferably possess a tertiary qualification; diploma holders with more experience considered.
  • Essential experience in handling Invitation to Quote and Invitation to Tender.
  • Preferred candidates with procurement experience or knowledge of Government Procurement procedures.

Responsibilities

  • Collaborate with Project Management Teams to provide advice on building projects.
  • Prepare and manage quotation and tender documents using electronic procurement systems.
  • Support contract management practices and monitor procurement activities.
  • Provide input on procurement planning and project prioritization.
  • Assist with ad-hoc initiatives and projects as assigned.

Job description
Job scope
  • Work closely with the Project Management Teams (PMTs) or users from Home Team Departments (HTDs) to provide professional advice on building projects and facility management services procurement including design of tender and specifications, and evaluation approach to maximise flexibility and staging for favourable tender outcomes.
  • Prepare quotation and tender documents (for demand aggregation of common requirements across HTDs and manage the quotation and tendering process using electronic procurement system (GeBIZ)).
  • Provide advice and support for contract management practices.
  • Monitor progress of procurement activities to ensure timeliness of procurement and contract implementation.
  • Provide support and professional advice to the HTD in sourcing and contract management.
  • Provide input on procurement planning, prioritisation of projects (high complexity and value) for management reporting.
  • Other ad-hoc initiatives and projects may be assigned.
Qualifications
  • Preferably possess a tertiary qualification. Diploma holders with more years of relevant experience can be considered.
  • Experience in handling Invitation to Quote and Invitation to Tender is essential
  • Candidates with procurement experience and/or experience in the Public Sector with knowledge on Government Procurement procedures, will be preferred.

Working Arrangement

Mon – Thurs : 8:30am – 6:00pm
Friday : 8:30am – 5:30pm
(inclusive of 1-hour lunch break)
