Job Description Summary

POSITION SUMMARY

The Procurement Manager is responsible for developing/implementation of Regional/Global Supply Chain related category (Transportation, 3PL/Logistics Warehouse) strategies and sourcing activities for the assigned indirect services spend categories. (Regional coverage: China, Singapore, Japan, India, Korea, South East Asia countries, Australia/New Zealand).

Responsibilities
  • Responsible to gather and provide regional business requirements and other key inputs for a site, cluster, regional supply market and supply practices through the strategic sourcing process, working in collaboration with the global category teams.
  • Responsible for driving the implementation of the applicable tactics under sourcing strategies impacting the region.
  • Responsible for sourcing execution including bid analysis, supplier selection and negotiation planning, and selected implementation activities including procurement aspects of supplier qualification and implementation as well as supplier management.
  • Responsible for communication and approval of global/regional sourcing strategies in the region.
  • Responsible for customer relationships with stakeholders for assigned categories within the region.
  • Responsible for a wide range of two-way communication with and in support of site procurement including, but not limited to approval of new supplier additions, confirmation on pricing inquiries, communication of changes for contracted items in area of responsibility, compliance to supplier management metrics and procurement policies, governance and controls.
  • Responsible for contributing to global and conducting regional negotiation planning, negotiation and contracting with suppliers and ensuring that agreements reflect needs within the region.
  • Responsible for executing supplier relationship management activities for key assigned suppliers within the region. May contribute to regional supplier management activities for global suppliers.
  • Responsible for application of the source to pay process, inclusive of customer-centric support content and preferred payment methods, as part of sourcing strategies. KEY RESPONSIBILITIES
  • Negotiation of supplier contracts of substantial value, insuring availability for goods or services at optimum quality and cost levels
  • Provides budget forecast input for area of responsibility. Jointly accountable for final standards and annual and quarterly forecast to Finance and Procurement Leadership team.
  • Improve financial position through cost savings, non-price value opportunities and risk mitigation.
  • Drive stakeholder engagement through meeting business needs by leading regional and/or local implementation of approved Sourcing strategies.
  • Performs supplier identification and performs bidding and bid analysis for assigned
Job Requirements
  • Minimum 10 years of experience in procurement is essential, experience in indirect category, Transportation(Air/Ocean, Ground), 3PL/Warehouse Logistics are preferred.
  • Experience in Category strategy development & implementation for GAR regional or global.
  • Cross GAR region project management experience and proven record.
  • Experience in supplier relationship management and supplier performance development.
  • Ability to influence without direct authority. Strong stakeholders engagement sense and skill.
  • Good written and verbal communication skills in English. Mandarin communication is strong preferrable.
  • Experience in cross cultural negotiation and relationship management is essential. Cross country cultural understanding, experience in GAR supplier development and relationship management will be merit points
