Job Overview
The Procurement Manager will lead sourcing and purchasing for the new Singapore site — from construction through commissioning to ongoing operations; manage procurement of plant equipment, lab instruments, raw materials, hardware and local indirect spend, working closely with project teams in Singapore and China to ensure timely delivery, cost control and regulatory compliance.
Key Responsibilities
- Lead end-to-end procurement for the Singapore greenfield site: tendering, vendor selection, negotiation, contracting and purchase order management for CAPEX and OPEX items.
- Prepare and manage tender and contract documents in accordance with project requirements and local building & construction regulations.
- Manage contracts and commercial change control: evaluate/price variations, monitor contract charges, and drive timely resolution of disputes and claims.
- Build and maintain supplier relationships; perform supplier evaluation, qualification and performance management.
- Ensure procurement activities comply with internal policies and external regulations; maintain audit‑ready documentation and controls.
- Collaborate with Singapore and China project teams, engineering, QA/QC, logistics and finance to align sourcing strategy, lead times, installation requirements and handover schedules.
- Implement procurement best practices and process improvements (e.g., SRM, sourcing strategies, KPI tracking) to improve cost, quality and delivery.
- Support customs, import/export and logistics coordination where required.
- Mentor and coach junior procurement staff or external consultants as needed.
Requirements
- Bachelor’s degree (Engineering, Supply Chain, or related disciplines).
- Minimum 5 years’ procurement experience, with hands‑on purchasing of chemical materials, industrial equipment or laboratory instruments; greenfield project experience strongly preferred.
- Proven experience preparing tenders and negotiating commercial contracts in a construction/manufacturing environment.
- Strong English and Chinese (Mandarin) communication skills — reading, writing and speaking.
- Excellent stakeholder management, negotiation and interpersonal skills; strong commercial acumen.
- Proficient with procurement processes and common tools (ERP/MRP systems, MS Excel); comfortable working with cross‑border teams.
