The Business Integrity (BI) team is dedicated to developing the latest technologies and driving initiatives that mitigate risks in commercial content, ensuring a responsible and seamless experience for advertisers on the TikTok platform.

As a Policy Guidance Specialist, you will be responsible for developing and maintaining actionable, consistent, and scalable enforcement guidance that bridges the gap between policy design and content moderation operations. You will work across multiple teams to ensure that both human reviewers and AI systems can interpret and apply policies accurately and consistently. Your work will directly influence the safety, quality, and integrity of content on the platform.

This role is suited for candidates with a strong grasp of enforcement workflows, policy interpretation, and quality assurance operations. Responsibilities

• Develop, iterate, and maintain executable moderation guidance for assigned policy areas, ensuring clarity, scalability, and consistency across human and machine reviewers.
• Translate policy intent into enforceable standards, balancing policy nuance with operational feasibility.
• Collaborate closely with Product, Engineering, Governance, and Moderation teams to align guidance with enforcement infrastructure and tooling capabilities.
• Conduct calibrations, audits, and deep dives to resolve ambiguity and reduce enforcement discrepancies across vendor teams and geographies.
• Manage the feedback loop from product, engineering, and operations teams to continuously improve enforcement quality and guidance accuracy.
• Monitor trends in content violations, emerging abuse patterns, and regional nuances to proactively adapt guidance and enforcement strategy.
• Review complex or borderline cases to provide subject matter expertise and inform guidance iteration.
• Support operational training materials and SOPs to ensure policy clarity and guidance usability.
• Periodically participate in content reviews to maintain context awareness and validate guidance effectiveness.

Qualifications

Minimum Qualifications:

• 3
• 5 years of experience in content policy, trust and safety, quality assurance, or moderation operations.
• Strong understanding of moderation workflows, including machine learning-based and human enforcement processes.
• Experience with ground truth QA, golden set creation, or data labeling for content enforcement.
• Ability to analyze qualitative and quantitative feedback to identify trends, root causes, and opportunities for improvement.
• Excellent written and verbal communication skills, with strong attention to detail and clarity.
• Experience navigating complex stakeholder environments and cross-functional collaboration and comfort working in fast-paced, ambiguous environments.
