Job description

Management of the Building Services and Tenant Management (BSTM) operations of One Raffles Place to surpass Grade A office building standards.

Responsibilities
  • Develops plans and manages daily operations for One Raffles Place to ensure excellent standards are achieved and requirements are met according to agreed service levels.
  • Develops, implements and improves SOPs and departmental BCP.
  • Ensures effective communication within BSTM team and with internal/external stakeholders to achieve their assigned KPIs.
  • Ensures compliance with building and statutory requirements/regulations.
  • Ensures safety and health procedures are in place according to WSH Act and other prevailing laws/regulations.
  • Formulates and implements policies to improve operational efficiency and productivity.
  • Liaises with government authorities and consultants on regulatory requirements.
  • Manages capital replacement works, asset enhancement initiatives and maintenance repair/replacement whenever assigned.
  • Reviews contracts' specifications to ensure cost effectiveness and competitiveness.
OPEX/CAPEX
  • Prepares budgets for OPEX/CAPEX works and manages the annual maintenance/expenditure within approved budget.
  • Prepares and conducts tender exercises for OPEX/CAPEX works such as replacement, upgrading or redevelopment works and manage such works according to timelines.
  • Prepares approval papers for OPEX/CAPEX requests.
Building Services
  • Evaluates the work quality of outsourced service providers and ensures that a high standard of maintenance, operational efficiency and cleanliness of the buildings are achieved at the agreed service levels.
  • Management of Building Services and monitoring of outsourced service providers:
  • Responsible for the management of outsourced service providers and monitors processes that support the core business of the organization.
  • Responsible for the administration of all contractual obligations and timely renewal of maintenance contracts, including housekeeping, landscaping, pest control, scenting, waste management, façade upkeeping, building defects, upgrading, etc.
Preventive Maintenance and Improvement
  • Plans and organizes preventive maintenance for all Building Services-related works.
  • Identifies defects or irregularities and follows up on rectification works thereafter.
  • Plans, conducts and supervises inspections to buildings.
  • Develops and implements Building Services emergency plans.
  • Identifies, plans, recommends and implements building improvement strategies, propose rectification & preventive works/programmes for the building and champion ad-hoc projects whenever required.
Tenant Management
  • Attends to tenants’ services requirements.
  • Coordinates tenancy-related works, e.g. fit-out, additions & alternations, reinstatement, moving in/out, etc.
  • Develops, improves and maintains the Fit-Out Guide.
  • Maintains good landlord-tenant relationship.
  • Ensures effective and efficient coordination with other departments for all sub-division or tenancy improvement works for retail and office units.
  • Ensures proper handing over and taking over of premises to/from tenants with proper documentations and as-built drawings.
  • Ensures building records are maintained and updated.
  • Improves, maintains and implements the tenant survey process.
Job Requirements
  • Recognised degree holder in Building Management, Facilities Management or its equivalent.
  • At least 5 years in managerial position, hands‑on experience in estate/property management, in managing large commercial/retail buildings.
  • Able to read and understand technical/structural drawings, e.g. as-built drawing will be an advantage.
  • Good knowledge of statutory requirements/codes of practice/regulations on building services, facility operations, maintenance and safety.
