Introduction

Office Service Clerk – Office of Workforce Development (OWD) at the Department of Labor, Division of Workforce Development and Adult Learning (DWDAL). Frequent travel may be required. State vehicle may not always be available; reimbursement for personal vehicle use applies per State travel policy.

Main Purpose of Job

Provide administrative support to the Maryland Department of Labor’s Professional Outplacement Assistance Center (POAC) and the American Job Center (AJC). Duties include answering/directing phone calls and emails, responding to voicemails, compiling monthly statistical reports, filing, photocopying, posting data into the Maryland Workforce Exchange, and general administrative support.

Position Duties
  • Typing correspondence, reports, schedules, and other materials for POAC/AJC staff.
  • Determining eligibility and scheduling customers for Jumpstart seminars/webinars via email and telephone.
  • Entering, retrieving, and updating information in the Maryland Workforce Exchange (MWE), including entering services for workshop completers and updating Wagner‑Peyser applications.
  • Maintaining a list of individuals not registered in MWE to restrict session attendance until registration.
  • Copying training materials to ensure appropriate handouts for sessions.
  • Entering all FMIS requests and staff timesheets into the FARS system.
  • Maintaining routine statistical and numerical records and ordering office supplies through FMIS.
  • Maintaining files and documents on various office activities, including customer files.
  • Preparing and organizing training rooms prior to and after seminars; arranging chairs and tables afterward.
  • Preparing materials needed by staff for job fairs and outside events.
  • Answering telephone calls and responding to all voicemail to interview and screen callers and provide routine information about services.
  • Scheduling customers for all sessions.
Minimum Qualifications
  • High school graduate or possession of a high school equivalency certificate.
  • Two years of experience performing clerical duties.
Additional Qualification Notes
  • Additional experience performing clerical duties may be substituted on a year‑for‑year basis for the required education.
  • Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year‑for‑year basis for the required experience.
  • Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, database, graphics presentation, proofreading, or office etiquette may be substituted for six months of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in Administrative classifications or in Administrative, Clerical, or Office Services specialty codes in the Clerical Support field of work on a year‑for‑year basis for the required experience.
Selective Qualifications

Six (6) months clerical experience.

  • Experience working with Google Apps and Microsoft Office Suite software packages.
  • Excellent oral and written communication skills.
  • Benefits

    Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
