Job summary

A leading airport development organization in Singapore is seeking a Contract Manager to support cost management functions for their ongoing development projects. The ideal candidate should have a degree in Electrical or Mechanical Engineering and at least 8 years of relevant experience managing contracts for systems used in buildings. Strong analytical and communication skills are essential. This position is a 3-year contract.

Qualifications

  • At least 8 years of relevant experience in managing contracts for electrical and mechanical systems.
  • Excellent understanding of procurement strategies and practices.
  • Experience with MOF DPC Gateway Process is a plus.

Responsibilities

  • Support cost management functions and contract administration.
  • Involved in budgeting, cost estimating, and preparing tender documents.
  • Work closely with Project Officers and consultants on cost estimates.

Role overview

As part of the Development Contracts and Cost Control team, you will support the cost management functions and pre and post contract administration of contracts for Changi East. You will be involved in budgeting and cost estimating, preparation of tender documents, tender evaluation reports, progress payments, assessment of change/variation requests and claims related to the project. You will work closely with Project Officers, consultants including designers and quantity surveyors on cost estimates and provide support in the construction funding process. You will provide Project Officers with contractual support to resolve issues with partners and stakeholders such as consultants and contractors.

Requirements

  • Degree in Electrical / Mechanical Engineering, Building or related disciplines
  • For the advertised role, at least 8 years' of relevant experience in managing contracts of electrical and mechanical systems for buildings or specialised airport systems. Experience in automated people mover systems, baggage handling systems and / or IT systems will be advantageous. Those with fewer years of relevant experience may be considered for junior position.
  • Excellent understanding of good procurement strategies and practices
  • Previous experience in MOF DPC Gateway Process and management of reviewing consultants' works will be an added advantage
  • Proficient in MS Office Applications
  • Excellent analytical, interpersonal and communication skills
  • Able to multi-task effectively and a good team player
  • This is a 3-year contract position
