Purpose and Scope

The Principal Contracts Engineer leads the contractual and cost management functions across construction projects within the built environment. This role is responsible for developing procurement strategies, overseeing contract administration, and ensuring financial governance throughout the project lifecycle. The manager provides expert advice on contractual risks, negotiates with stakeholders, and ensures compliance with legal, regulatory, and commercial standards to support successful project delivery and value optimization.

Responsibilities
  • Work with Client and/or in-house multi-disciplinary consultant team to cover full range of consultancy QS scope; including but not limited to feasibility studies, preliminary estimates, cost advice, budget review and control, formulate contract packages, pre-tender estimate, tender/contract documentation, tender evaluation and recommendation
  • Manage the financial & contractual of all projects from pre-tender to post contract phases including quantities, variations, cost estimates, monthly claims, final accounts etc
  • Work closely with Project Manager in preparing monthly updated project costing
  • Prepare project budgeting and costing reports
  • Responsible in cost estimating, quantity take off, claims preparation, variations and final accounts.
  • Review of contracts, prepare tender & contract documentations, tender analyses & reporting, measurement etc
  • Any other relevant duties as assigned
Requirements
  • Degree in Building/ Construction Management/ Quantity Surveying or its equivalent
  • Experience Minimum 5 years
  • Well versed in various form of contracts such as PSSCOC, SIA and FIDIC as well as other international form of contracts
  • Familiar with CostX is an advantage
  • Strong communication skills
