The Manager, Human Capital Programmes, plays a pivotal role within the SBF Business Institute under the Workforce Development Division. This position is responsible for the strategic management and growth of multiple Human Capital programmes, which are key revenue drivers supporting the Federation’s objectives and SBI 2030 priorities.
The Manager will curate programmes, drive outreach and engagement, and ensure the achievement of critical deliverables, including revenue targets, stakeholder satisfaction, and alignment with SBF’s Six Action Agendas (6AA) to accelerate business transformation and sectoral growth. A core responsibility is to drive revenue strategy, business development, account management of corporate partners, fundraising and sponsorships, and the creation of innovative business-centric capability development models beyond traditional classroom formats.
Job Responsibilities
1. Human Capital Programme Marketing & Management
- Collaborate with partners to design and deliver high-impact, demand-driven programmes that directly support SBF’s Six Action Agendas and SBI 2030 objectives, ensuring each initiative advances business transformation and sectoral growth.
- Develop and implement integrated multi-channel marketing strategies (eDMs, social media, website, partner collaborations) to maximise programme visibility and engagement.
- Manage lead generation, nurture prospective clients, and respond promptly to programme enquiries to drive conversion.
- Formulate and execute revenue strategies for Human Capital programmes, including pricing optimisation, bundling of courses, and development of premium offerings such as CXO programmes and SME clinics.
- Lead business development efforts by identifying new market segments, cultivating partnerships, and expanding SBI’s reach.
- Drive partnership and sponsorship initiatives to support programme sustainability and innovation.
- Curate and maintain a repository of success stories and case studies to showcase programme impact and strengthen SBI’s positioning.
2. Programme Insights & Operational Efficiency
- Design and deploy data analytics frameworks to monitor programme performance, outcomes, and ROI, ensuring data-driven decision-making.
- Utilise insights to inform policy decisions and enhance operational processes for continuous improvement.
- Develop On-the-Job Training (OJT) templates for high-demand roles, ensuring relevance and quality aligned to industry needs.
- Champion the adoption of Copilot and RPA tools to reengineer business processes, improve efficiency, and capture customer experience metrics (e.g., Net Promoter Score).
- Innovate and implement business-centric capability development models beyond classroom formats, including blended learning, experiential workshops, and digital learning ecosystems.
3. Company Support & Compliance
- Guide participating companies through documentation processes, ensuring full compliance with programme requirements and funding guidelines.
- Oversee application reviews, including job descriptions and OJT plans, to maintain programme integrity and quality standards.
- Maintain accurate and up-to-date records of company and participant data for effective tracking, reporting, and audit readiness.
- Build and maintain strong networks with SSG, WSG, sectoral government agencies, Trade Associations & Chambers (TACs), Institutes of Higher Learning (IHLs), and best-in-class training institutions and professional bodies to strengthen SBI’s positioning and partnership ecosystem.
Job Requirements
Experience & Functional Knowledge
- Proven track record in generating six-digit revenue outcomes within SSG-approved ATOs (Approved Training Organisations), demonstrating success across a wide spectrum of business-centric courses, flagship CXO programmes, and SME clinics.
- Experience in business development, lead generation, account management of corporate partners, and fundraising/sponsorships to achieve revenue and growth objectives.
- Strong networks with SSG, WSG, sectoral government agencies, TACs, IHLs, and leading training institutions and professional bodies.
- Ability to conceptualise and deliver innovative capability development models beyond classroom formats.
- Strong understanding of workforce development frameworks, industry transformation needs, and capability-building strategies aligned to SBI 2030 and SBF’s Six Action Agendas.
