A construction company in Singapore is seeking a Cost Estimator with at least 3 years of experience in M&E cost estimation. The ideal candidate should have a diploma or degree in Mechanical or Electrical Engineering and strong analytical and negotiation skills. Responsibilities include preparing detailed cost estimates, evaluating quotations from subcontractors, and ensuring compliance with industry standards.
Attend tender site show round/briefing, site survey, tender interview/clarification, tender presentation.
Prepare detailed cost estimates for Mechanical and Electrical (M&E) systems including ACMV, Engineered Smoke Control, Building Management, Plumbing, Sanitary & Gas, Fire Protection and Fire Alarm, Electrical, ELV, Vertical Transportation and other building services.
Review tender documents, drawings, and specifications to identify scope of works, discrepancies, missing information and cost risks and send tender clarifications if necessary.
Conduct quantity take-offs and prepare Bills of Quantities (BOQ) for M&E works.
Send invitation to bid/quote with relevant tender documents to sub-contractors/suppliers to get the most reasonable price/quotations.
Evaluate, and negotiate quotations from sub-contractors/suppliers. Prepare tender submissions, cost breakdowns, and supporting documentation in line with tender/employer’s requirements.
Prepare a list of associated builders works related to M&E services installation and coordinate with the respective tender in-charge of builders works
Support value engineering exercises and propose cost-saving alternatives without compromising quality or compliance.
Work closely with respective department tender in-charge to ensure completeness with competitive cost and technical proposal aligned with tender/employer’s requirements.
Upon successful tender, wrap-up all the submitted tender documents, drawings, quotations, costing, evaluations and handover to Post Contract Team and conduct briefing.
Assist in post-contract awarding to M&E sub-contractor/suppliers. Assist in post-contract cost control and variation order evaluations when required.
Monitor market trends, material prices, and subcontractor rates to maintain up-to-date cost data.
Assist clients on M&E cost budgetary.
Any other duties assigned by superior from time to time.
Diploma / Degree in Mechanical or Electrical Engineering, Building Services, Quantity Surveying, or related field.
Minimum 3 years of relevant experience in M&E cost estimation or quantity surveying (preferably in the construction industry).
Strong knowledge of M&E systems, construction methods, and industry standards.
Excellent analytical, numerical, and negotiation skills.
Proficient in MS Office (Excel, Word, Power Point) and estimation software (e.g., PlanSwift or equivalent).
