Job summary

Job description

Job Role:

The HR officer is responsible for managing some human resource functions within a construction company, including recruitment, onboarding, employee benefits, compliance, and employee relations.

He/She should have a solid understanding of the construction sector's MOM laws and regulations as well as the knowledge to use the online work pass applications (WPOL & EPOL) and related matters.

He/She provides administrative support to the F&A team, HQ & projects team and subsidiary companies.

Job Descriptions:
Recruitment

Manage the recruitment process, including posting job advertisements, liaising with employment agencies, screening candidates, and coordinating interviews with hiring managers and candidates. Able to offer negotiations and conduct onboarding and induction programs with new hires. Documentation of new hires' information,
such as crafting letters of offer, creating personal files, onboarding checklist forms and any related forms.

Payroll

Calculation of workers’ overtime

Migrant worker's dormitory management

Responsible for the payment and distribution of the worker’s dormitory fees in accordance with project sites. Assist with the documentation of workers' dormitory movements such as transfers in/out, home leave, or repatriation. Aid in matters related to dormitory leases, including tracking expiration dates, managing renewals or terminations, and negotiating rental rates.

Staff and workers’ medical support

PCP subscription for S Pass and Work Permit holders. Assist with the company’s Annual Health Screening (AHS) exercise, such as coordinating the staff visits to clinics and the payment.

General workers management

Manage requests from new employees, such as work permit applications, purchasing a security bond from the bank, and allocating dormitory rooms. For work permit applications, prepare WP renewal & survey forms, follow up with Project site admins, medical examination arrangements and purchase of security bonds.

Work pass applications

Employment Pass & S pass new and renewal applications

Staff Welfare

Participate in company events, team-building activities, and employee wellness programs.

Support the career fair

Other Ad-Hoc duties as assigned

Job Requirements:

Diploma/Degree in HR/Business Administration/other relevant disciplines.

Minimum 3 years’ experience in (preferably in the building & construction industry)

Adept in MS Office Suite

Familiar with Singapore payroll (familiarity with EPE, EASYTIME will be an added advantage).

Possess excellent communication skills, both written and verbal.

Negotiation techniques required to liaise with organisation stakeholders for e.g. training providers or government agencies, like MOM.

Knowledgeable with employment legislation and possesses strategic and commercial insight into the labour process.

Handle confidential information with sensitivity and discretion.

Display excellent organizational skills, good time-management skills, and the ability to multi-task in a fast-paced environment.
