Job Description
  • 1.Working with the various Heads of functions, lead and develop a global procurement strategy, ensuring complete alignment to the commercial and regulatory business needs, and the business expansion plans and the overall Company strategy.
  • 2.Develop the appropriate set of KPIs / metrices that enable the contribution of the businesses to be effectively evaluated and improved.
  • 3. Develop and support the implementation of the policies and processes that underpin and reinforce the key strategic requirements and Company’s quality and continuous improvement principles and ensure compliance to national employment laws & health, safety and security requirements, depending on the geographical coverage of the Company.
  • 4. Ensure processes and procedures are conducted and performed in line with service levels agreements and business needs in an efficient, optimised and in a cost-effective fashion.
  • 5. Plan, develop and implement, in collaboration with internal stakeholders, the tender, negotiation and evaluation for non-standard vessel requirements (not covered by price agreements), dry‑docking, port engineering & maintenance and business projects in meeting the timeline requirements.
  • 6. Work with Group Procurement and the Business Development Team to strategise and develop new price agreements (for vendors) or service level agreements for logistic providers, where applicable to ensure the timely availability of quality materials and service at optimal pricing to the Company.
  • 7. Manage, monitor and review contractors’/vendors’ standard and quality performance through regular assessment, evaluation and identification of risks and gaps to ensure proper performance and adherence to the contracts towards operational and cost efficiency.
  • 8. Develop and establish an electronic and documented library of procurement contracts and associated correspondences which can be used as templates in the future.
  • 9. Lead, plan and drive the global procurement strategies, budget planning and control in coordination with the port & terminal and vessel operators, to ensure all products and services are procured at the right time, right price and right specifications and quality to support the business and operational requirements, without compromising safety standards.
  • 10. Strategize and establish service levels for delivery within the port & terminal and vessel operators and to carefully monitor to ensure those service levels are met and to make changes when appropriate.
  • 11. Provide leadership direction to staff on addressing claims, delivery disputes, incorrect specifications, delayed deliveries, inadequate supply, and all procurement‑related matters, while developing mitigation strategies and corrective action plans to ensure smooth running of the function.
  • 12. Work with the HR Team to nurture and groom talent within the function and specifically for succession planning.
Requirements

EXPERIENCE:

  • Minimum 15 years of experience in procurement related activities and/or in other disciplines preferably in Oil & Gas or Maritime Industry.
  • Possess an in-depth knowledge in Tenders and Contracts Management procedures and policies and well guided on Government’s directives and Regulations.

QUALIFICATION:

  • Degree in Business Administration, Management or Economics or equivalent.
  • Professional qualification anda postgraduate degreewould be an added advantage.
