Role Purpose

The Head of Operations (Primary Care Division) is a senior leader responsible for providing strategic and operational leadership across the organisation’s network of GP clinics and related healthcare services. This role ensures consistent, high-quality care, and financially sustainable operations, while actively driving business growth, scalability, and continuous improvement in line with the company’s long‑term strategy.

The incumbent is expected to operate at both strategic and execution levels, translating clinic and business objectives into actionable operational plans and ensuring excellence across all clinics and support functions.

Key Responsibilities
  1. Enterprise & Multi-Clinic Operations Leadership
    • Provide overall leadership and oversight of operations across a network of GP clinics (current number: 20), ensuring operational consistency and service excellence. In particular, the Group is heavily involved in national programmes like Primary Care Network (PCN) and Healthier SG.
    • Set clear operational directions, standards, and expectations for clinic operations teams and frontline leaders.
    • Act as the senior escalation point for complex operational, manpower, or patient-related matters.
  2. Strategy, Growth & Expansion
    • Partner members of the senior leadership team to develop and execute operational strategies that support business growth and expansion.
    • Lead operational planning and execution for new clinic openings, acquisitions, and expansions, including manpower readiness, SOP rollout, and system implementation.
    • Identify opportunities to enhance revenue, productivity, patient experience, and scalability across the network.
  3. Governance, SOP & Compliance
    • Ensure all clinics operate in compliance with MOH regulations, internal policies, SOPs, and data protection requirements.
    • Establish and maintain a robust operational governance framework, including audits, risk controls, and continuous monitoring.
    • Drive standardization of workflows and service standards across all clinics.
  4. Continuous Improvement & Transformation
    • Work with the Chief Medical Officer and other clinician leaders to support continuous improvement initiatives to enhance efficiency, service quality, and patient satisfaction.
    • Lead cross‑functional transformation projects involving process redesign, system enhancements, and digital enablement.
    • Translate strategies into effective, clinic‑ready execution plans.
  5. Performance Management & Financial Oversight
    • Oversee operational KPIs, dashboards, and performance reviews to ensure clinics meet service, productivity, and financial targets.
    • Lead annual budgeting, forecasting, and cost optimisation initiatives in partnership with Finance.
    • Identify operational risks, underperformance, or inefficiencies and implement corrective action plans.
  6. Stakeholder & Cross‑Functional Leadership
    • Serve as the key operational interface between clinic leaders and HQ functional leaders (Clinical Affairs, HR, Finance, IT and Marketing).
    • Engage external partners, vendors, and agencies on operational, regulatory, or strategic initiatives.
    • Ensure clear, timely, and transparent communication across all levels of the organization.
  7. Systems, IT & Digital Enablement
    • Partner IT teams to ensure system stability, adoption, and continuous enhancement to support operational efficiency.
    • Promote data‑driven decision‑making across the operations function.
  8. People Leadership & Capability Development
    • Build, mentor, and develop a strong operations leadership team, including succession planning and talent development.
    • Support training frameworks, onboarding programmes, and leadership development to strengthen operational capability.
    • Foster a culture of accountability, ownership, collaboration, and continuous improvement.
  9. Ad‑Hoc & Strategic Assignments
    • Lead or contribute to special projects, pilots, and strategic initiatives as directed by senior management or the Board.
Qualifications & Experience
Educational Background
  • Degree in Healthcare Management, Business Administration, Operations Management, or a related discipline.
  • Postgraduate qualifications (e.g. MBA, Master’s in Healthcare Management) or relevant professional certifications will be an advantage.
Professional Experience
  • Minimum 8‑10 years of relevant operations experience, preferably within healthcare, primary care, ambulatory care, or multi‑site service organizations.
  • At least 4‑5 years in a senior leadership role, overseeing large, multi‑site operations and leading managers or senior executives.
  • Proven experience in end‑to‑end operational leadership, including strategy formulation, execution, governance, and performance management.
  • Strong track record in scaling operations, including clinic expansion, new site openings, acquisitions, or integration of new entities.
  • Demonstrated experience in budgeting, P&L oversight, cost optimisation, and operational productivity.
