Job Responsibilities

As a Head of Human Resources, you report to the Managing Director of Mount Faber Leisure Group, with functional reporting into the Divisional Director of Human Resources & Admin of Sentosa Development Corporation. You will provide leadership across the full HR spectrum including but not limited to Business Partnering, Payroll, Compensation & Benefits, HR Technology & Analytics, Audit & Compliance, HR Operations, Learning & Development, Employee Engagement, and Union Relations.

HR Business Partnering
  • Act as a strategic advisor to senior leaders and department heads on people-related matters.
  • Partner with line managers to align HR strategies with departmental goals and business objectives.
  • Provide guidance on workforce planning, grievance management, performance issues, talent management and organizational change.
  • Build strong relationships with key stakeholders to influence and drive HR initiatives.
Payroll, Compensation & Benefits Management
  • Oversee payroll operations, compensation structures, and HR policy governance while ensuring compliance with statutory laws and regulations.
  • Provide strategic direction on compensation framework and implement strategies that align with business goals through periodic benchmarking reviews.
  • Lead the annual salary review, bonus, and promotion cycle for HR Committee (HRC) approval.
  • Ensure comprehensive insurance coverage and employees’ medical benefits.
HR Technology Oversight and Analytics
  • Manage SAP Success Factor systems, SAP Concur claims system, and Time Attendance Systems to ensure it supports business delivery.
  • Drive and lead system implementation and improvements, ensure data accuracy, functionality, and security.
  • Prepare management reports leveraging data analytics to drive insights and identify areas for improvement.
  • Lead HR automation initiatives for process improvements and increase productivity.
Audit & Compliance
  • Oversee HR and system internal and external audits annually.
  • Liaise with auditors, follow up on findings and implement corrective actions.
  • Ensure HR processes comply with internal control, legal and regulatory standards.
HR Operations
  • Lead workforce and annual manpower planning, manpower budgeting and resource allocation.
  • Manage manpower costs within the annual budget.
  • Ensure efficient and cost-effective HR service delivery.
Learning & Development
  • Develop and execute a company-wide L&D strategy aligned with business and talent needs.
  • Oversee the design and delivery of learning programs, leadership development, and upskilling initiatives.
  • Manage the L&D annual budget, evaluate training effectiveness and ROI.
  • Cultivate a learning culture that supports employees’ career growth.
Employees Engagement & Wellbeing
  • Oversee quarterly pulse surveys, monitor Net Promoter Scores, and collaborate with HODs on action plans and interventions where necessary.
  • Oversee the planning and organising of wellness programmes, health screenings and activities to enhance employees’ physical and mental well-being.
Union Relations
  • Foster healthy relationships with Union representatives
  • Lead the discussion and negotiation with Union for new Collective Agreement
  • Collaborate and partner with Union for any employees’ grievances and related issues
Job Requirements
  • Degree with a minimum of 10 - 12 years of HR experience, including at least 5 years in leadership roles.
  • Proven experience managing end-to-end payroll, compensation & benefits operations with strong knowledge of Singapore Employment Act, MOM regulations, and statutory compliance requirements.
  • Hands-on experience with HRIS systems, HR data analytics, and management reporting capabilities to drive insights and process improvements.
  • Demonstrated track record of partnering with senior leadership on workforce planning, talent management, and aligning HR strategies with business objectives in a dynamic environment.
  • Experience managing union relations and leading collective agreement negotiations, with strong stakeholder management and conflict resolution skills.
  • Excellent leadership capabilities with strong business acumen, problem-solving mindset, and exceptional communication skills to influence and drive HR initiatives across all levels of the organisation.
  • Prior experience in the hospitality, tourism, or leisure industry would be advantageous.
