Job summary

A leading organization in workplace safety is seeking a General Manager to drive strategic and operational excellence for the Secretariat and Academy. The role requires strong leadership to translate strategic directives, improve revenue, and oversee talent development within the organization. The ideal candidate will have at least 10 years of experience in a similar setting, with strong analytical skills and a deep understanding of the regulatory framework in Singapore. This is a full-time position based in Singapore.

Position Title: General Manager

Reports to: SISO Executive Committee (Exco)

Supervises: Secretariat and Academy Teams

Location: Singapore

Appointment Type: Full-Time

Job Purpose

The General Manager (GM) of SISO will serve as the executive leader responsible for the overall strategic, operational, and business leadership of both the SISO Secretariat and the SISO Academy. The GM reports directly to and is accountable to the SISO Executive Committee (Exco), executing its strategic directives and ensuring operational excellence across the organisation. The GM will drive innovation, professional development, and capability uplift for the Workplace Safety and Health (WSH) profession in Singapore.

Key Responsibilities
Leadership & Strategic Execution
  • Translate strategic directions from SISO’s Exco into operational plans and lead execution across Secretariat and Academy functions.
  • Advise Exco on forward strategies, priorities, and performance issues, and provide leadership in organisational transformation efforts.
  • Build a lean, agile, and future‑ready organisation structure that supports growth and operational resilience.
Business & Financial Management
  • Oversee budgeting, financial planning, and performance tracking across SISO and the Academy.
  • Develop and manage business strategies to improve revenue streams, including government‑funded and commercial training programmes.
  • Implement cost control mechanisms and reporting systems in line with governance and compliance expectations.
  • Strategically manage and justify the impact of non‑revenue generating activities and FOC (Free‑of‑Charge) events to ensure value alignment with SISO's mission and membership services.
Business Development & Industry Engagement
  • Expand industry partnerships, membership, and outreach in support of SISO’s strategic vision.
  • Drive engagement with regulators, institutions, industry bodies and international partners (e.g., INSHPO, APOSHO).
  • Lead branding, marketing, and communications strategies to increase visibility and impact.
Academy Oversight & Capability Development
  • Ensure the successful review, rollout, and continuous improvement of SISO Career Progression Pathway (CPP) as a national professional development standard.
  • Oversee design and delivery of training programmes, ensuring relevance, compliance, and learner satisfaction.
  • Act as an enabler and facilitator for building a robust talent pipeline within the WSH profession by aligning programmes to current and future industry needs.
Organisation Management & Talent Development
  • Lead, coach, and manage a multi‑functional team spanning operations, training, membership, and industry development.
  • Conduct organisational reviews to ensure role clarity, job fit, and talent alignment.
  • Promote adoption of digital tools and data analytics to improve efficiency and decision‑making.
Qualifications and Requirements
  • Bachelor's degree (Master’s preferred) in a relevant field such as Education, Business, or Occupational Health & Safety.
  • ACTA / ACLP is preferred; DACE / DDDLP is an advantage.
  • At least 10 years of experience in strategic and operational leadership, with a track record in managing education/training organisations.
  • Proven ability to lead cross‑functional teams and drive growth in member‑based or public‑sector organisations.
  • Strong understanding of Singapore’s regulatory environment and workforce development ecosystem.
