Job description

The Operation teams at Shopee covers the operational end-to-end process, from when the buyer searches for a product listed on the Shopee platform, to the moment the buyer receives the products. The team analyses and monitors operational KPIs across the region and conducts root cause analysis when operation performance fluctuates. The Operations team comprises Customer Service, Payment, Listings, Warehouse, Logistics, Seller Operations and Fraud.

Job Description:

Shopee’s Regional Fraud team is responsible for governing marketplace risk and assurance, and dedicated to ensuring a safe, trustworthy, and high-quality experience for users and sellers across all markets. We focus on building robust systems, policies, and rules to protect our ecosystem while ensuring a seamless user experience. In this role, you will tackle a wide range of fraud risks from payments to seller onboarding - helping maintain credibility and safety across the platform.

Responsibilities
Risk policy design & execution
  • Lead the process of translating identified high-impact risks (e.g., promotion fraud, payment fraud, platform policy abuse, reputation damage) into a structured system of risk controls. This includes defining the required preventive, detective, and corrective actions
  • Analyse platform data to identify emerging trends, and provide actionable insights to enhance fraud operations and proactively adapt to evolving threats
  • Oversee the development of concise, actionable risk policies (e.g., new buyer, seller onboarding etc) that are scalable across all markets, while allowing for necessary market localisation
  • Partner with Local Operations and cross-functional teams - including Business Security, Marketing, FP&A, and Logistics - to translate risk policies into actionable strategies, ensuring effective identification, localised execution, risk mitigation, and control of risky behaviours on the platform
Risk performance management & governance
  • Define and monitor Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs). Prepare executive-level reporting on control efficacy, loss rates, emerging threats, and the financial value protected by the team
  • Establish a robust mechanism for collecting feedback from local teams on the usability, efficiency, and challenges of existing controls
Fraud operations management & optimisation
  • Design, implement, and oversee performance management for fraud investigation teams
  • Identify and champion opportunities for automation (RPA, AI) to reduce manual work, lower false positive rates, and increase investigation throughput
  • Lead workforce planning for manual review and investigation teams
Requirements
  • At least 5 years of experience in Strategic Risk Management, Risk Consulting, Fraud Operations, or Operational Risk with a significant focus on high-volume, digital transaction environments (e.g. E-commerce, FinTech, or Digital Platforms)
  • Minimum 3 years of experience in building, mentoring, and leading high-performing teams
  • Exceptional executive presence and ability to communicate complex risk and operational data effectively to both C-level executives and frontline operational managers
  • Demonstrated ability to drive large-scale operational and policy change across a complex organisation, managing resistance and ensuring consistent global adoption of new controls
  • Excellent stakeholder management skills, with experience working cross-functionally with product, engineering, legal, operations and business teams
  • Strong analytical and problem-solving skills; ability to make data-driven decisions in a dynamic environment
  • Demonstrated ability to act as the key strategic partner to technical teams, successfully guiding the requirements, implementation, and optimisation of Data Science, Machine Learning (ML), and predictive analytics solutions for fraud and risk prevention.
