Position Summary:
The Corporate HSE Manager is responsible for leading, developing, and implementing the company’s Health, Safety, and Environment (HSE) strategy across all business units and projects. This role ensures alignment with international standards, regulatory requirements, and corporate goals to promote a culture of safety, compliance, and sustainability throughout OceanSTAR’s operations.
Key Responsibilities:
Strategic & Leadership Responsibilities:
- Develop and execute OceanSTAR’s corporate HSE policies, standards, and strategic initiatives.
- Provide leadership, direction, and oversight for HSE performance across global operations, including FPSO projects, yards, and offices.
- Establish and maintain a proactive HSE culture, promoting accountability and continuous improvement at all levels.
- Advise executive management on HSE risk management, compliance, and performance metrics.
- Lead corporate-level audits, HSE management reviews, and strategic improvement programs.
Operational Responsibilities:
- Ensure all projects comply with applicable HSE legislation, codes, and industry standards (ISO 45001, ISO 14001, IMO, MARPOL, OHSAS, etc.).
- Review and approve project-specific HSE plans, risk assessments, and emergency response procedures.
- Monitor and evaluate HSE performance indicators (TRIR, LTIF, environmental incidents) and drive improvement initiatives.
- Coordinate with project and site HSE teams to standardize reporting, training, and investigation procedures.
- Oversee incident investigations, root cause analysis, and ensure closure of corrective actions.
- Lead audits of subcontractors, shipyards, and suppliers to ensure HSE compliance and competency.
- Liaise with local authorities, classification societies, and clients on HSE matters as required.
Training & Development:
- Develop and implement corporate HSE training programs and competency frameworks.
- Facilitate leadership training and safety awareness campaigns across the organization.
- Mentor and build capability within HSE teams to ensure consistency and technical competence.
Qualifications and Experience:
- Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or related discipline.
- Minimum 12–15 years of relevant HSE experience in the oil & gas, FPSO, or offshore industry, including at least 5 years in a managerial role.
- Strong understanding of international HSE regulations, standards, and best practices.
- Proven track record in developing and implementing HSE management systems (ISO 45001 / ISO 14001 certified).
- Experience managing multi-site, multicultural teams and complex offshore environments.
- Certified HSE Professional (e.g., NEBOSH, IOSH, or equivalent) preferred.
