A leading recruitment firm in Singapore seeks a Contracts Manager (Tendering) to lead tendering and pre-contract activities for building projects. The ideal candidate will have 8-12+ years of experience in tendering within the construction industry, managing bids over S$30M. Responsibilities also include developing strategies, managing subcontractors, and overseeing contract compliance. Familiarity with local regulations and estimating tools is essential, along with strong negotiation skills.

Contracts Manager (Tendering) – Building Projects

Role Purpose

Lead end-to-end tendering and pre-contract activities for building projects in Singapore, ensuring competitive, compliant, and risk-managed bids. Drive commercial strategy, accurate pricing, robust subcontractor engagement, and alignment with client requirements, PSSCOC, and Singapore regulatory frameworks.

Key Responsibilities

1) Tender Strategy & Governance

  • Develop bid strategies and win themes in collaboration with Business Development and Operations.
  • Dissect ITT/RFP requirements; prepare compliance matrices and bid programmes.
  • Chair tender kick-off, risk review, and adjudication meetings; maintain decision logs.
  • Ensure tenders adhere to PSSCOC, client‑specific contracts (e.g., FIDIC variants), and internal approval limits.

2) Estimating & Pricing

  • Lead build‑up of direct and indirect costs, preliminaries, and risk & contingency allowances.
  • Direct quantity take‑offs and pricing in line with BCA standards and local market norms.
  • Conduct labour, plant, material benchmarking and productivity studies using recent project data.
  • Prepare cashflow forecasts, payment schedules, and bid margin scenarios for adjudication.

3) Subcontractor & Supply Chain Management

  • Structure procurement packages; issue RFQs with clear scopes and BOQs.
  • Manage subcontractor/supplier vetting, technical clarifications, and commercial equalisation.
  • Negotiate key packages to secure best value while mitigating programme and interface risks.

4) Contract & Risk Management

  • Identify and qualify commercial risks (e.g., ground conditions, design development, statutory approvals).
  • Draft clarifications, deviations, and qualifications; propose contract amendments where necessary.
  • Support value engineering and alternative proposals (materials, methods, sequencing) to enhance competitiveness.
  • Prepare risk registers, mitigation plans, and recommend appropriate bonds/insurances.

5) Technical & Programme Integration

  • Coordinate with Design/Engineering for buildability, method statements, and construction sequence.
  • Align price with programme; validate critical path and preliminaries durations against site constraints.
  • Incorporate statutory requirements (e.g., MOM WSH, SCDF, NEA, PUB, URA) into assumptions.

6) Pre‑Award Engagement & Post‑Tender Negotiation

  • Manage Q&A, post‑tender interviews, and price clarifications with clients/consultants.
  • Lead final negotiation of terms, Schedules of Rates, milestones, LDs, warranties, and performance metrics.
  • Oversee handover to delivery team with complete Commercial Handover Pack (BOQ, tender clarifications, risk register, procurement strategy, cashflow).

Qualifications & Experience

  • Degree in Quantity Surveying, Construction Management, or Civil Engineering.
  • 8–12+ years in pre‑contracts/tendering/estimating for building projects (private & public) in Singapore.
  • Strong exposure to PSSCOC, public sector tenders (e.g., BCA, HDB, MOE), and major private developments (residential, commercial, mixed‑use, healthcare/education).
  • Proven track record leading complex bids > S$30M, with successful awards.
  • Familiarity with BCA Codes and Regulations, MOM WSH Act, SCDF Fire Safety, NEA, PUB, URA development control, and Work Permit/Manpower frameworks.
  • Proficient in CostX/Bluebeam, Candy/CCS or equivalent estimating tools; Excel (advanced), Power BI (advantage).
