Chief Medical Officer / Medical Director

Location: Singapore (Full-Time)

Reports to: Board of Directors

About the Role

We are growing a network of primary care clinics and hiring a Chief Medical Officer (CMO) / Medical Director to lead all our clinical, regulatory, and governance functions. You will work closely with the Board, their appointed management team and parent company’s support functions (eg. HR, Finance, Legal & Technology) to drive success and ensure smooth operations and compliance with various policies and guidelines. You will also have scheduled patient sessions to stay connected with the frontline of our clinics and provide input into our growth plans, including ramp-up strategies for existing clinics and new clinic locations.

Key Responsibilities
1. Clinical Governance & Quality Management
  • Lead all clinical governance initiatives across the group.
  • Establish and update clinical policies, SOPs, and protocols aligned with MOH requirements.
  • Oversee clinical audits, quality assurance frameworks, and continuous improvement programs.
  • Implement systems for incident reporting, adverse event reviews, and clinical risk management.
  • Ensure compliance with medical ethics, patient safety standards, and national regulations.
2. Regulatory Oversight
  • Oversee all MOH-related licensing, renewals, PHPC/CHAS applications, and regulatory submissions.
  • Ensure clinics meet requirements for inspections, audits, documentation, and compliance reporting.
  • Serve as the primary point of contact for regulatory bodies in all clinical matters.
3. Clinical Operations Leadership
  • Lead the clinical and operational teams to ensure consistent quality across all clinics.
  • Collaborate closely with Clinic Operations to implement best practices, improve workflows, and optimise patient experience.
  • Set clinical KPIs and ensure operational discipline across all medical centres.
5. Practice Engagement
  • Maintain a regular schedule to stay connected to patient care and operational realities.
  • Provide frontline insights to inform service improvement, workflow design, and clinic-level decisions.
  • Role model clinical excellence and patient engagement.
6. Strategic Input for Clinics’ Ramp-up and Expansion
  • Support clinic launch plans and ramp-up strategies with insights and input
  • Advise management on clinical considerations for new clinic sites (greenfield).
  • Evaluate potential locations, patient demographics, catchment analysis, and service mix.
  • Provide clinical input for new services, care pathways, and models of care.
  • Collaborate closely with the Business Development & Social Media team to drive revenue as per the Business Plan across all locations.
What We’re Looking For
Required
  • Fully registered doctor with the Singapore Medical Council.
  • Postgraduate qualifications in Family Medicine, Occupational Health, or related specialties.
  • At least 5 years of experience in Family Practice / Primary Care.
  • Strong knowledge of MOH regulations, clinical governance, and quality systems.
  • Experience leading teams and implementing standards across multiple sites.
  • Commitment to growing a scalable, high-quality clinic network.
Preferred
  • Experience with managed care, insurance panels, or corporate health.
  • Experience writing clinical SOPs and running audit cycles.
  • Familiarity with digital health, EMR systems, and telemedicine platforms.
  • Prior experience in a multi-clinic practice or medical chain.
  • Prior experience running ambulatory care centres.
