JOB SUMMARY

The goal of the project is to design and build a new Case Management System (CMS) for Group Investigations (GI). GI is the primary fact-finding component of the Bank and a specialist investigations function designed to provide investigative expertise and support to peer functions and the business. Currently the GI CMS is built on the Pega platform, and the Bank’s licence for Pega platform would end by September 2025. During 2023, a feasibility study was undertaken to gather requirements, identify process improvement opportunities and assess options to move to a new GI CMS. Due to the complex internal data integrations and ICs control requirements, the build option (SC Tool Kit) has been selected that aims to provide greater integration between data sources, improved data quality (to enable timely and accurate reporting) and enhanced communication and document. The first phase of the build of the CMS has largely been completed, but there are User Acceptance Testing, migration, and other work that needs to be completed to ensure successful delivery of the CMS. Following the go-live of the CMS, the project will go into phase 2 to develop outstanding requirements that were not covered in phase 1.

A Subject Matter Expert (SME) with experience in the development and implementation of CMS is needed to represent GI as its Lead User.

RESPONSIBILITIES
Strategy
  • Awareness and understanding of the Bank’s whistleblowing programme and GI processes to support delivery of a tailored CMS that can meet the needs of GI
  • Awareness and understanding of GI’s Records Keeping, Privacy and Data Sovereignty processes to ensure that the CMS complies with regulatory and Bank’s requirements.
Risk Management
  • Ensure that the CMS meets security and compliance requirements
  • Review of CMS technical designs, migration approach, and governance products (e.g., privacy and resilience assessments) as required to assure the solution
  • As required, assist with performing various Bank’s mandated risk assessments for the CMS
  • Ensure relevant stakeholders are kept informed of key risks and issues.
  • Apply all relevant Group, Country, Business or Functional policies and standards to manage risks.
  • As required, engage with Risk Framework Owners on relevant matters.
Business
  • Build and maintain an effective and constructive relationship with all key business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality support to enable GI to achieve its strategic objectives.
Processes
  • Responsible for the overall project management of the CMS implementation including project control, deadline management, and stakeholder management
  • Responsible for assessing and validating phase and key deliverable scope
  • Responsible for ensuring timely delivery of project schedule, status reports, issue logs, stakeholder alignment, and updates
  • Responsible for managing resource allocation and proactively updating key stakeholders on future resourcing needs
  • Responsible for the input and assurance of the UI/UX design of the CMS
  • Responsible for performing User Acceptance Testing (UAT) to assure the delivered solution meets GI requirements
  • Manage queries and other reporting requirements related to the project.
  • Continuously improve the operational efficiency and effectiveness of processes.
  • Building strong partnerships with all internal/external stakeholders that allow end-to-end seamless delivery of services.
  • Maintain a problem-solving attitude, take a proactive approach to resolve blockers to the delivery of the CMS.
  • Responsible to lead the project with authority wherever needed and have the ability to influence.
People & Talent
  • Development and delivery of a change management plan for key stakeholders (covering awareness and training) to embed change.
  • Engage and manage stakeholders to ensure that appropriate senior management are kept informed of relevant matters.
Governance
  • Awareness and understanding of the regulatory framework, in which the Group operates, and design functionalities on the CMS that can meet the regulatory requirements and expectations.
QUALIFICATIONS
  • Qualified to a degree level or demonstrable experience in industry
  • Preferred – Agile Ways of Working (Scrum/kanban)
  • Preferred – Project Management
