Job summary

A leading underground utilities infrastructure firm in Singapore is seeking an Assistant Project Manager cum EHS Coordinator. The successful candidate will oversee project delivery and ensure compliance with safety standards while managing resources and stakeholders. Candidates should have a Diploma or Degree in relevant fields and at least 3 years of experience in underground or civil engineering projects. This role requires strong coordination, communication skills, and adherence to regulation. A valid driving license will be an advantage.

COMPANY DESCRIPTION

We are one of the largest one‑stop Underground Utilities Infrastructure companies based in Singapore. We provide Underground Utilities Infrastructure construction and maintenance, sewer pipeline rehabilitation, road and airfield construction and maintenance as well as asphalt pre‑mix production and construction waste recycling.


RESPONSIBILITIES

The Assistant Project Manager cum EHS Coordinator plays a key role in driving the successful delivery of underground infrastructure projects by supporting effective planning, coordination, and execution. Concurrently, the role provides strong leadership in Environmental, Health & Safety (EHS) management, ensuring all project activities meet the highest standards of safety, quality, cost control, and schedule adherence, in full compliance with Singapore’s Workplace Safety and Health (WSH) legislation and regulatory authority requirements.


Key Responsibilities

Assistant Project Manager

Project Planning & Execution


  • Support the development and implementation of project plans, schedules, and work sequences for underground infrastructure works including tunneling, utilities diversion, pipe‑jacking, and civil engineering works.

  • Coordinate daily site activities to ensure works are carried out in accordance with approved drawings, specifications, and contract requirements.

  • Assist in obtaining all necessary permits and approvals from relevant authorities prior to work commencement.

  • Monitor project progress, milestones, deliverables, and cost performance, and highlight risks or delays to management.

  • Prepare and submit regular progress reports and documentation to management, clients, and stakeholders.

  • Assist in the preparation of technical and project documentation during tender and project stages.

  • Maintain accurate, complete, and up‑to‑date project records, reports, and correspondence.


Stakeholder & Team Management


  • Liaise with consultants, subcontractors, suppliers, and authorities (e.g. LTA, PUB, SP, MOM) to ensure smooth project coordination.

  • Delegate tasks to project team members, providing clear direction, supervision, and support.

  • Identify and resolve project‑related issues, conflicts, or constraints in a timely manner.

  • Support manpower planning and deployment to ensure sufficient resources are available for project execution.


Resource & Manpower Management


  • Plan and coordinate project resources including manpower, equipment, and materials from project commencement to completion.

  • Identify training and skills gaps within the project team and coordinate training requests to address competency requirements.

  • Support workforce development and, where applicable, contribute to team members’ career progression planning.


EHS Coordinator

Safety Leadership & Compliance


  • Champion a strong safety culture across all project sites by enforcing safe work practices and compliance with WSH requirements.

  • Ensure full compliance with the WSH Act, WSH (Construction) Regulations, and authority‑specific safety requirements (LTA, PUB, SP, MOM).

  • Take enforcement action without prejudice for any safety non‑compliance or unsafe acts/conditions observed on site.


Safety Operations & Site Control


  • Plan and manage safety team manpower, duty rosters, and site coverage including night work, Sundays, and public holidays.

  • Conduct daily and scheduled site safety inspections for underground and high‑risk works.

  • Lead daily toolbox meetings (7:00 AM) and safety briefings for operational teams.

  • Ensure effective hazard identification and control measures for confined space works, excavation, lifting operations, gas testing, and water ingress.


Safety Documentation & Coordination


  • Prepare, review, and maintain safety documentation including Risk Assessments (RA), Safe Work Procedures (SWP), Permits‑to‑Work (PTW), incident reports, and safety checklists.

  • Coordinate safety audits, inspections, and compliance checks with WSHO, ECO, and relevant authorities.

  • Participate in Emergency Response Planning (ERP), drills, and rescue preparedness exercises internally and with external agencies (e.g. SCDF, SPF).


QUALIFICATIONS


  • Diploma or Degree in Civil Engineering, Construction Management, or Workplace Safety & Health.

  • Preferably certified as WSH Coordinator / WSH Supervisor / WSH Officer (WSHO).

  • Minimum 3 to 5 years of relevant experience in underground works, utility infrastructure, tunneling, or civil engineering projects.

  • Good working knowledge of PTW systems, MOM/WSH regulations, and authority safety requirements (LTA, PUB, SP).

  • Strong coordination, communication, and organizational skills.

  • Able to work a 6‑day work week, including rostered night, Sunday, and public holiday duties, as required by project needs.

  • Independent, proactive, hands‑on, and detail‑oriented.

  • Strong advocate of safety standards, safe work culture, and continuous improvement.

  • Possession of a valid Class 2 or Class 3 driving licence will be an added advantage to support site mobility.
