A government initiative in Singapore seeks a candidate for a 2-year renewable contract to lead the NE Ambassadors Programme. Responsibilities include programme design, stakeholder engagement, and training development for Ambassadors, with a focus on enhancing Singaporeans’ understanding of national issues. The job holder will be part of the team driving the conceptualisation, development, and smooth operationalisation of the newly established National Education (NE) Ambassadors Programme, before its transition to Defence Collective Singapore (DCS).
This national initiative taps on SAF Regulars, NSmen, SAF Veterans, and subject‑matter experts across Whole‑of‑Government to strengthen Singaporeans’ commitment to Singapore. As volunteer speakers, NE Ambassadors engage diverse audiences on key issues, contemporary developments, and Singapore’s foreign policy, helping deepen awareness and understanding nationwide.
The role involves close partnership with the Nexus Engagement and Volunteer Office (EVO – 2A) and DCS to design programme structures, strengthen engagement systems, coordinate stakeholders, support training development, and ensure a seamless transition of the programme into DCS operations.
As a new national initiative, the NE Ambassadors Programme must scale effectively while maintaining high standards of coordination and engagement. The jobholder will navigate evolving programme needs, manage multiple stakeholders, and build sustainable systems that support both immediate operations and long‑term adoption by DCS.
Co‑develop the programme structure, appointment processes, SOPs, and administrative workflows.
Implement systems for managing requests, matching speakers, coordinating deployments, and analysing feedback.
Support the establishment of governance structures, feedback loops, and quarterly programme reviews with DCS.
Build and maintain strong relationships with key partners to grow the NE Ambassadors pool and broaden programme reach.
Identify audience needs and ensure engagements remain relevant, responsive, and impactful.
Establish a booking and deployment process for seamless requestor–NE Ambassador matching.
Support the development and delivery of training, engagement tools, workshops, and learning journeys for NE Ambassadors.
Maintain streamlined content dissemination channels to ensure Ambassadors stay updated on key issues.
Surface feedback (where appropriate) to enable timely coaching and capability development.
Assist in developing the NE Ambassadors programme’s branding and communications strategy.
Support the creation of publicity materials, collateral, and other engagement assets.
Facilitate structured knowledge‑sharing sessions to equip DCS teams for transfer of NE Ambassadors Programme
Develop systems, tools, and documentation that enable smooth operationalisation within DCS for this programme.
Any other tasks/projects as assigned from time to time.
Degree/Diploma in Mass Communications, Arts and Social Sciences or related fields.
Minimum 3 to 5 years’ experience in programme development, stakeholder engagement, community outreach, or related functions.
Strong command of written and spoken English.
Proven organisational and project management skills, with experience coordinating multiple workstreams.
Experience in volunteer management, ambassador/advocacy schemes, education/training programmes, or inter‑agency work is an advantage.
Mature, personable, and confident in engaging diverse stakeholders.
Meticulous, organised, and able to manage concurrent tasks.
Solution‑oriented with strong initiative and sound judgement.
Collaborative team player who can also lead when required.
