Job description
What the role is:

The Social Support Group (SSP) oversees all operational policy, planning and delivery of social services for low‑income and vulnerable families. The Operations Planning Division (OP) develops the operations policy for ComCare schemes and MSF‑funded social services for lower‑income or vulnerable individuals and families. The Operations Planning 3 (OP3) Branch oversees the operational policy and service management of 49 Family Service Centres (FSCs) and Youth GO! Programme (YGP) that are run by Social Service Agencies. The FSCs serve vulnerable individuals and families with social and emotional issues, while the YGP serves at‑risk youth to help them be meaningfully engaged in their studies/work, stay crime‑free, develop problem‑solving skills and be resilient individuals. It takes guidance from and works closely with policy counterparts on initiatives such as ComLink+ and the Review of the Family Services Landscape.

What you will be working on:

The Assistant Manager / Manager will report to the Senior Manager working on operational policy for Family Service Centres (FSCs) and Youth GO! Programme (YGP).

Responsibilities:
  • Support the Review of the Family Services Landscape, and drive implementation of the recommendations
  • Contextualise, develop and review operational guidelines for new and existing schemes to ensure effective service delivery by FSCs and YGP
  • Review and integrate referral pathways between FSCs / YGP and other agencies, to support clients’ needs
  • Work with internal and external stakeholders to support broader policy reviews, as well as execution of service policies
What we are looking for:
  • 1 – 3 years’ work experience in policy or operational policy; experience in the social service sector would be advantageous
  • Strong writing, analytical, problem‑solving and communication skills
  • Able to collaborate effectively with internal and external stakeholders
  • Self‑motivated team player with strong project management skills
