Job summary

A reputable HR firm in Singapore seeks an experienced Learning and Development leader to drive strategic initiatives. The ideal candidate will oversee the L&D lifecycle, manage training budgets, and ensure effective delivery of learning activities. Applicants should hold a degree in Business Administration or Human Resources and have at least 8 years of HR experience in L&D. Strong communication skills and a positive mindset are essential for success in this role.

Job Responsibilities
  • Provide strategic leadership for the Learning and Development framework, ensuring capability‑building initiatives align with business priorities and future workforce requirements

  • Oversee the full L&D lifecycle including annual learning plans, selection of delivery methods, evaluation of providers, training governance, and effectiveness measurement

  • Manage training budgets and optimize the use of grants or subsidies to support enterprise learning programmes

  • Ensure effective coordination and communication of all learning activities, including course registrations, staff notifications, and compliance with internal processes

  • Conduct in-house training and culture training workshop

Performance and Talent Management
  • Drive and govern the annual Performance Appraisal process to ensure consistency, fairness, and alignment with corporate performance and career development frameworks

  • Lead talent review and succession planning processes to identify high‑potential employees and strengthen the pipeline for leadership and mission‑critical roles

  • Develop and implement enterprise‑level programmes for high‑potential talent including targeted development pathways, strategic projects, and mentoring or coaching initiatives

Career Management
  • Lead the design of enterprise‑wide career frameworks, including career pathways and development roadmaps that support sustainable growth and equip employees for future roles and skill requirements

Requirement
  • Possess at least a Degree in Business Administration or Human Resources

  • At least 8 years’ HR experience in Learning & Development

  • Experience in using HRMS (Prosoft preferred)

  • Strong comprehension and communication skills, both written and spoken to interface with all levels of people internally and externally

  • Have a positive mindset with openness to accept additional challenges and opportunities that comes along
