The Building and Construction Authority (BCA) is seeking a Deputy Director of Engineering Management to lead the development of CORENET X, a industry transformational platform that is reimagining how building plans move from concept to approval in Singapore. In this role, you'll spearhead this game-changing initiative that transforms the building plan submission and approval process through seamless digital solutions. As a technically leader, you'll set strategic direction, build high-performing teams, and deliver sustainable outcomes by balancing feature development with technical excellence whilst partnering closely with Product and UX teams to create user-focused solutions for CORENET X. About the Role

As a Deputy Director, Engineering Management at GovTech, you will:

  • Aim: Set Direction
  • Collaborate with Product and UX partners to shape the squad's technical and delivery goals
  • Balance new feature delivery with technical sustainability, maintainability, and risk mitigation
  • Bring strong technical judgment, helping engineers navigate design and architecture trade-offs in alignment with long-term goals
  • Use metrics (e.g., delivery velocity, incident trends, performance) to guide decisions and improve flow
  • Assemble: Build and Support the Team
  • Build a high-performing, lean team with the right mix of skills, experience, and growth potential
  • Coach and develop your engineers through 1:1s, feedback, and career growth planning - Build a high-trust, inclusive team culture where feedback is valued and learning is continuous
  • Drive performance management with fairness, transparency, and context.
  • Achieve: Deliver Outcomes Sustainably
  • Ensure the team ships high-quality software predictably, and improves over time - Support technical decision-making and architecture reviews, with support from Staff+ ICs - Monitor delivery health, reliability, and tech debt — and address root causes, not just symptoms
  • Improve DevEx and reduce friction through better tools, processes, or team rituals
  • Balance roadmap delivery with tech debt and system evolution
  • Help engineers connect their work to user outcomes and product priorities - Coordinate closely with Product, UX, and Delivery to reduce churn and improve predictability
  • Support Staff+ ICs across teams, ensuring consistency in engineering practices and technical direction - Drive cross-team alignment on architecture, delivery rhythm, and incident response
  • Help grow future leaders through mentorship, sponsorship, and structured delegation

Partner with key stakeholders to align tech and product initiatives with business objectives, ensuring shared understanding of priorities and expected outcomes
