Our spiritual ministry also reaches out to the people in the community to provide counsel to those in need. We are there to help guide those in need towards finding their identity and purpose in life.

RESPONSIBILITIES

The Children and Youth Group (CYG) provides a continuum of services, spanning from preventive and community services, out-of-home care, and reunification services. Our services encompass kinship care, fostering, children’s homes, interim placement and assessment centres, support for families and children with at least one incarcerated parent, and reunification support for families.

Assistant Director of Corporate Services

Reporting directly to the Executive Director (ED) of CYG, you will play a pivotal role in ensuring that our corporate support functions effectively enable the delivery of high‑quality services to vulnerable children and families.

Key Responsibilities
  • Lead and oversee the Corporate Services team, including Human Resources, Administration, Finance, and Operations.
  • Collaborate closely with headquarters to ensure alignment with organizational policies, standards, and strategic directions.
  • Drive digitisation and transformation initiatives to enhance operational efficiency and service effectiveness.
  • Provide strategic leadership and day-to-day management of corporate functions to support CYG's mission.
  • Foster a collaborative and supportive work environment, ensuring staff well‑being and strong cross‑functional teamwork.
  • Apply strong analytical and communication skills to support decision‑making, reporting, and stakeholder engagement.
  • Demonstrate excellent people management and negotiation capabilities.

MAIN DUTIES AND RESPONSIBILITIES
  1. Organisational Development and Corporate Management
    • Assist the Executive Director to develop strategies such as:
      • Enhancing and maintaining a trauma‑informed culture for staff.
      • Proposing and implementing good organisational development practices such as Lean Management and Learning Organisation.
    • Develop and lead digitisation and transformative initiatives for effectiveness and efficiency.
    • Put in place initiatives to reduce risks to CYG or The Salvation Army (TSA) such as leading data protection initiatives.
    • Ensure that corporate services are well‑run, efficient and adopt best practices in their respective fields.
    • Review corporate support processes and initiatives to ensure that they are effective and efficient.
  2. HR and Admin
    • Oversee 1 Manager/Assistant Manager and staff to ensure HR admin functions are well executed.
    • Provide strategic and thought leadership on how best to leverage HR functions to better enable CYG to serve its mission including:
      • Employer branding, recruitment channels and employee retention.
      • Management and leadership development.
    • Put in place and operationalise employee communications and engagement framework, management development and organisational development initiatives.
    • Ensure that HR functions (recruitment, payroll, exit interviews, appraisal, disciplinary proceedings, leave management, training) are run efficiently and effectively.
    • Manage staff disciplinary proceedings.
    • Develop and/or operationalise SOPs, appropriate controls and governance such as headcount management.
    • Work closely with the Regional Headquarters (RHQ) Human Resources to ensure operational needs are met.
    • Prepare, put up and track relevant papers and submissions to RHQ to enable CYG's HR and admin needs, including solving any issues which surface.
    • Ensure that government licensing requirements (e.g. compulsory training, funding KPIs) are met.
    • Assist in the maintenance, review and formulation of SOPs for residential care services related to the licensing requirements and any other requirements.
    • Develop and monitor relevant SOPs and policies to enable excellent functioning for CYG.
  3. Finance
    • Oversee 1 Manager and staff to ensure that finance functions are well executed.
    • Ensure that accounting requirements are met and propose changes that will better meet CYG or TSA's needs.
    • Ensure management reports, audit reports and other financial reports of various services are provided in a timely manner.
    • Work closely with ED and relevant centre heads for budgeting cycles.
    • Work closely with ED to monitor and ensure that CYG's finances are well managed and sustainable.
    • Ensure governance and controls are in place to appropriately manage risks to CYG/TSA.
    • Coordinate, construct and compile all necessary reports for submission and presentation in various boards, both internal and external.
  4. Operations
    • Oversee 1 Manager and staff to ensure smooth operations including:
    • Facilities management and maintenance of 2 Children’s Homes, 1 Youth Drop‑in Centre and 1 other location yet to be confirmed.
    • Scheduling of drivers for transport and maintenance of vehicles.
    • Ensure food and beverages are provided to residents of our Children’s Homes and stores and inventories are properly managed.
    • Equipment are properly inventorised and managed.
    • Home Management System is run smoothly.
    • Ensure the security and safety requirements are properly taken care of and manage contracts for security services.
    • Ensure cleanliness and hygiene for premises including:
      • Procuring and managing contracts with cleaning companies.
      • Ensuring sanitisation requirements for various CYG services and regulatory frameworks are met.
    • Be a key owner for business continuity planning to ensure readiness for various possible contingencies such as infections, fire, etc.
  5. Other Duties
    • Represent the Executive Director in his/her absence in meetings, conferences, appointments and other related events.
    • Undertake any other professional duties as and when required.
QUALIFICATIONS
  • At least a Bachelor’s Degree in the related fields.
  • Relevant experience in Finance, IT and HR and/or change management related work (Mid level – 7-10 years; Senior level – 10 years and above).
  • Possess strong administrative, organisational and interpersonal skills.
  • Strong stakeholder management and interpersonal communication skills.
  • Strong analytical skills with excellent written and verbal communication skills.
