Job summary

Dar Al Riyadh Group is seeking a Proposal Specialist to lead the complete RFP and tender process from opportunity review through submission and handover.

You will coordinate inputs from technical, legal, finance, HR, procurement, and operations to ensure compliant, competitive proposals delivered on time. The role requires strong English writing, attention to detail, and bid-management experience in engineering or related professional services.

Qualifications

• Minimum 7 years of experience in bids, tenders, or proposal management.
• Experience managing complex RFPs, RFQs, and giga-projects is preferred.
• Knowledge of procurement processes and multidisciplinary coordination.
• Strong written and spoken English; Arabic is an advantage.

Responsibilities

• Manage end-to-end RFP, RFQ, and tender submissions.
• Review RFP documents and prepare compliance matrices and submission schedules.
• Coordinate inputs from technical, legal, finance, HR, procurement, and operations.
• Develop and edit technical proposal content aligned with client requirements.
• Prepare executive summaries, credentials, project references, and CVs.
• Ensure all forms and certificates are complete and compliant.
• Track clarifications, addenda, exclusions, risks, and contractual requirements.
• Maintain document and version control throughout the bid process.
• Coordinate responses to post-submission clarifications and presentations.
• Support handover to project delivery and operations teams.
• Maintain proposal library, templates, credentials, CV database, and lessons learned.
