Job summary

Rawaj HCM Jobs in Saudi Arabia is seeking a Proposal Engineer to lead end-to-end bid development for enterprise IT opportunities, coordinating cross-functional teams to produce competitive, compliant proposals.

You will prepare cost estimates with IT and technology teams, respond to RFIs/RFPs, and ensure alignment with customer requirements and project goals in a fast-paced solutions environment.

Qualifications

• Bachelor's degree in Information Technology, Computer Engineering, Engineering or related field
• Minimum 3 years of experience in proposal engineering, bidding, tendering, costing, or sales support within an IT company, systems integrator, or technology solutions provider
• Solid understanding of end-to-end bidding, including RFPs, RFQs, RFIs, technical and commercial proposals, BOQs and costing
• Good knowledge of enterprise IT solutions and ability to interpret customer requirements with technical teams
• Experience coordinating with sales, technical, procurement, and finance teams throughout the proposal process
• Strong written and verbal communication, organizational, analytical, and problem-solving skills
• Proficiency in Microsoft Excel and Microsoft Word; PowerPoint, Visio, and Microsoft Project preferred
• Experience with Saudi government tenders and the Etimad platform is an advantage

The Proposal Engineer will lead the end-to-end proposal development process, ensuring the delivery of high-quality, competitive, and compliant technical and commercial proposals for enterprise IT opportunities. The role requires a detail-oriented professional capable of coordinating cross-functional teams, managing bid activities, preparing winning proposals, and supporting business growth in a fast-paced technology solutions environment.

Key Accountabilities:

• Work closely with the costing, bidding, proposal, and sales teams to prepare competitive bids and proposals, preferably with experience in the Saudi market.
• Prepare and maintain proposal documentation using Microsoft Excel and Microsoft Word; proficiency in PowerPoint, Visio, and Microsoft Project is highly preferred.
• Manage and support the end-to-end bidding process, ensuring all required documentation is complete and compliant.
• Prepare and respond to RFIs (Requests for Information), RFQs (Requests for Quotation), RFPs (Requests for Proposal), and other proposal-related documentation.
• Leverage previous experience within an IT or technology solutions company to support proposal development.
• Communicate effectively, both verbally and in writing, with internal teams, vendors, and customers.
• Coordinate with cross-functional teams, including technical, sales, procurement, and other departments, to develop accurate cost estimates and proposals.
• Review and interpret customer RFP requirements, liaise with technical teams and vendors, and ensure proposals align with customer expectations and project requirements.

Knowledge, Skills, and Experience:

• Bachelor's degree in Information Technology, Computer Engineering, Engineering, or a related field.
• Minimum 3 years of experience in proposal engineering, bidding, tendering, costing, or sales support within an IT company, systems integrator, or technology solutions provider.
• Solid understanding of the end-to-end bidding process, including RFPs, RFQs, RFIs, technical and commercial proposals, BOQs, and costing.
• Good knowledge of enterprise IT solutions and the ability to interpret customer requirements and collaborate with technical teams to develop competitive proposals.
• Experience coordinating with sales, technical, procurement, and finance teams throughout the proposal preparation process.
• Strong written and verbal communication, organizational, analytical, and problem-solving skills, with the ability to manage multiple proposals and meet deadlines.
• Proficiency in Microsoft Excel and Microsoft Word; experience with PowerPoint, Visio, and Microsoft Project is preferred.
• Experience with Saudi government tenders and the Etimad platform is an advantage.
