Job summary

Zohorecruit is recruiting a Tendering Manager for our client in Riyadh, Saudi Arabia. The role focuses on securing winning bids by guiding the full tender process, coordinating with planning, cost control, and operations to deliver compliant technical and financial proposals.

The candidate will lead pre-award activities, manage cost estimation, and liaise with multiple departments to ensure timely, high-quality submissions that meet client requirements.

Qualifications

• Candidates must have extensive experience coordinating and producing competitive technical and financial proposals.
• Strong capability to review ITT documents and align costs with client requirements.
• Proven track record in leading pre-award activities and influencing decision makers.

Responsibilities

• Review ITT documentation to ensure no conflicts or deviations in project requirements.
• Assign tasks to teams to ensure accurate delegation for project qualification.
• Set short-term plans with teams to prepare timely and accurate pre-award documents.
• Coordinate pre-tender clarifications with clients for compliant final submissions.
• Supervise cost estimation, advise on supplier selection, and track progress.
• Liaise with Planning & Cost Control to schedule resources and cash flow.
• Review final cost estimates and obtain CEO/COO approvals.
• Attend key pre-tender client meetings and oversee RFP responses for quality.
• Provide budget baselines for awarded projects and ensure proper handover.
• Report tender department progress to top management and maintain client contact.
