Job Description

Senior Manager – Development Requirements & Assurance to lead the safe, timely, and efficient delivery of the design and engineering aspects of a major transport infrastructure project, focusing on rail, mobility solutions, and station designs for the Qiddiya project. The role champions health, safety, and security, demonstrates Qiddiya values, and ensures project schedules, budgets, and resources are effectively managed.

Responsibilities
  1. Health, Safety, and Security
    • Drive and lead the health, safety, wellbeing, and security culture on the project.
    • Conduct safety investigations, inspections, and audits to maintain a safe working environment.
  2. Project Planning and Execution
    • Develop and implement robust project delivery plans covering all aspects of preparation, execution, and closeout.
    • Monitor and report on project progress, ensuring alignment with time, cost, HSE, quality assurance, and performance objectives.
  3. Stakeholder Engagement
    • Collaborate with internal and external stakeholders, including contractors, consultants, and regulatory bodies.
    • Integrate a ‘Customer‑first’ approach into all planning, decision‑making, and delivery.
  4. Scope and Change Management
    • Oversee scope management, constructability reviews, and contract alignment.
    • Manage all changes through the defined TBU change management process.
  5. Regulatory Compliance and Assurance
    • Ensure compliance with regulatory requirements, develop the Safety Case, commission compliance, and certification to operate.
    • Manage document control processes, including delivery of the Golden Thread, training, and O&M documentation.
  6. Risk and Opportunity Management
    • Identify, assess, and mitigate project risks, develop strategies to address roadblocks, and maintain momentum.
    • Utilize ARM (Active Risk Manager) to manage risks and opportunities.
  7. Team Leadership and Mentorship
    • Provide visible and inclusive leadership, fostering a high‑performance culture.
    • Mentor and coach team members for professional growth and collaboration.
  8. Procurement and Commercial Support
    • Support procurement by developing detailed scopes of work and facilitating market engagement.
    • Collaborate with the commercial team to ensure contractual compliance and cost control.
  9. Quality Assurance and Continuous Improvement
    • Implement and maintain project management processes, tools, and best practices.
    • Conduct post‑project reviews to capture lessons learned and identify improvement opportunities.
  10. Cross‑Functional Collaboration
    • Lead collaboration with cross‑functional teams to facilitate information flow.
    • Participate in design meetings, value engineering sessions, site inspections, and public outreach events.
Required Skills
  • Education
    • Bachelor’s degree in Civil Engineering, Project Management, Risk Management, or related field.
    • Higher National Diploma in Engineering, Project Management, or Construction Management also accepted.
  • Certifications
    • PMP, PRINCE2, AgilePM, or equivalent desirable.
  • Experience
    • 10+ years in project management, leading complex design projects from initiation to completion in construction.
    • Ability to manage multiple projects simultaneously, controlling design, scope, schedule, budget, and resources.
    • Experience managing multidisciplinary teams and delivering innovative solutions.
  • Technical Skills
    • Microsoft Project, Primavera, Aconex.
    • Strong understanding of infrastructure delivery processes.
  • Soft Skills
    • Excellent communication, problem‑solving, decision‑making, and conflict resolution.
    • Mentoring and coaching abilities.
  • Other
    • Professional license from a recognized licensing or registration board.
    • Experience in Saudi Arabia and/or the Gulf region highly preferred.
