Job summary

Parsons is seeking a senior Project Controls Manager in Riyadh, Saudi Arabia. The role focuses on planning, scheduling, cost control, risk management, and reporting for major roads, urban districts, and logistics packages under a Delivery Partner framework.

The ideal candidate will have 10+ years in project controls for large infrastructure, strong knowledge of FIDIC contracts, and expert use of Primavera P6 and BI tools.

Qualifications

• Bachelor's degree in civil engineering, construction management, project management or related discipline.
• Minimum 10 years of progressive project controls experience.
• Strong background supporting large-scale infrastructure projects.
• Experience with major roads, highways, urban districts, logistics corridors, or comparable development programmes.
• Previous Middle East project experience is preferred.
• Experience with FIDIC-based contracts and familiarity with Red/Yellow/Silver Book conditions.
• Advanced proficiency in Primavera P6 and proficiency with MS Project.
• Excellent communication and presentation skills.

Responsibilities

• Lead project controls activities for roads, urban districts, and logistics projects.
• Develop and implement project controls strategies, procedures, tools, templates, and governance processes.
• Align project controls systems with client, delivery partner, and contractual requirements.
• Integrate schedule, cost, risk, change, progress, and reporting across multiple contracts.
• Develop and maintain integrated master schedules across design, procurement, construction, testing, commissioning, and handover.
• Review baseline programmes, updates, recovery schedules, and mitigation plans.
• Validate schedule submissions prepared in Primavera P6.
• Support extension-of-time assessments, claims analysis, and liquidated damages matters.
• Establish cost control structures in coordination with commercial teams.
• Provide project controls input for claims identification, analysis, defence, and negotiation.
• Prepare weekly, monthly, and ad hoc project controls reports.
• Develop dashboards and executive summaries.
