Project Overview

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid‑1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement and Construction (EPC) managers, managing design submissions from local AE firms and overseeing the actual construction work performed by local contractors and sub‑contractors in Jubail and Ras‑Al‑Khair Industrial Cities. In June 2021, Bechtel’s contract with the RC was renewed for another five years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub‑stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary

The Senior Field Mechanical Engineer (SFME) represents the Royal Commission, the owner, to ensure the safety and quality of the project are met. This work is accomplished by reviewing contractors’ submittals for materials, work plans, safety plans, quality plans, procurement plans and RFIs for ongoing work activities. The SFME provides an interface between RC Engineering and the contractor to resolve technical issues, assists the contractor in the writing and review of technical queries, coordinates with survey teams to ensure work is constructed in compliance with project drawings and specifications, and documents all mechanical field activities. The SFME performs regular inspections to check progress, quality and safety of projects and works closely with Resident Engineers to uphold safety and quality standards.

Major Responsibilities
  • Read and interpret contract documents and construction plans related to site development construction.
  • Review contractors’ submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with RC requirements.
  • Provide daily safety and quality inspections of contractors’ physical works related to site development construction and enforce compliance.
  • Review and approve the contractor’s monthly pay invoices.
  • Review and monitor the contractors’ project schedule for on‑time delivery of the work.
Monitoring Quality Control
  • Monitor construction of mechanical activities such as HVAC, pumps and underground utilities to make appropriate value judgments and corrective work to resolve any problems.
  • Provide guidance and make recommendations/solutions for any material failure or site execution problems and product enhancement based on design objectives.
  • Assist contractors in identifying defects, raising non‑conformance reports and following through to identify correction procedures to close out.
  • Monitor handover processes and punch list walk‑downs.
  • Support the quality tools (ITP, M.S., QAN/NCR, Lesson Learned, REAL Card, PBS & PBQ).
  • Provide guidance and technical advice to the contractor and field engineers to improve the quality of works.
Construction Audit
  • Conduct SMQE PFE‑QE quality & ESH audit/walk‑down for contracts, and prepare QANs, technical progress reports, inspection reports and investigation reports.
  • Conduct quality audit for concrete crusher plant, batch plant, asphalt plant, precast factory and laboratory, and prepare corresponding reports.
  • Conduct technical site investigations, root‑cause analysis, interpret test results and prepare comprehensive reports.
Technical Review
  • Review and approve technical submittals, shop drawings, as‑built drawings, traffic control plans and design package drawings for compliance with RC requirements.
  • Familiar with ASTM and other standard specifications.
  • Check and review technical submittals (TS, TQ, FCD, QAN, NCR, punch list, IA, FA).
  • Check and review contractors’ monthly quality control reports and develop dashboards/metrics charts to measure contractor quality performance.
Construction Site Training
  • Conduct training workshops for ILT/Virtual ILT and Civil/Architectural/Structural discipline.
  • Perform hands‑on training for mechanical discipline.
Education and Experience Requirements
  • Bachelor’s Degree in Mechanical Engineering from a recognized university.
  • 10-13 years of relevant experience as a mechanical field/site engineer on infrastructure projects.
  • Understanding of construction, testing and commissioning for electromechanical works including mechanical piping and pipeline works, pump stations, valves and HVAC installations.
  • Experience with installation and testing of various types of buried and above‑ground piping systems.
  • Good communication skills to explain construction‑related issues to supervisors and contractors.
  • Guide field engineers to improve contractors’ performance with respect to required quality standards.
  • Self‑motivated, skilled and able to work with minimal supervision.
  • Ability to work within a culturally diverse organization.
Required Knowledge and Skills
  • Experience supervising construction, testing and commissioning of utilities & mechanical equipment on infrastructure projects, including HVAC systems for various building types.
  • Some experience with large‑bore FRP pipelines.
  • Understands standard site supervision safety and quality procedures, including implementing inspection & test plans and method statements.
  • Subject‑matter expert with strong understanding of quality in construction and reviewing contractors’ construction documents for compliance.
  • Knowledge and experience with technical queries (TQs), RFIs, field change documents (FCDs) and non‑conformance/compliance reports (NCRs).
  • Experience leading multidisciplinary construction, testing and commissioning activities.
  • Capable of reviewing and approving vendor mechanical design packages, including calculations.
  • Working knowledge of other disciplines’ scope and interfaces.
  • Experience evaluating, reviewing and approving proposed materials, field documents and technical evaluation of proposed subcontractors and vendors.
  • Understanding of international codes and standards for electromechanical works, pumps and piping systems.
  • Attend and represent PFE during constructability and kickoff meetings.
  • Provide quality oversight, SMQE, surveillance of critical items (equipment), factories and third‑party independent testing laboratory audits, technical investigations and discipline meetings.
  • Experience in process improvement, procedures, specifications, project close‑out, lessons‑learned review and O&M review & approval.
