Context
The Senior Commissioning Engineer will provide specialist technical support throughout design review, construction, pre‑commissioning, testing, commissioning and operational‑readiness stages. Depending on project requirements, the position may focus on electrical, mechanical, ELV or operational systems while maintaining coordination with all related disciplines. The role will help confirm that installed systems meet their intended functional, safety, performance, maintainability and operational requirements. Strong technical oversight will reduce defects, improve system integration, support timely issue resolution and provide the evidence required for final acceptance and handover.
Key Responsibilities
- Provide technical leadership within the assigned electrical, mechanical, ELV, or operations discipline.
- Review engineering designs, specifications, calculations, drawings, schedules and technical reports.
- Validate contractor and consultant submissions against approved project requirements.
- Support the preparation, review and technical validation of the Operational Preparedness Report.
- Confirm that engineering deliverables comply with client specifications, applicable codes and international standards.
- Coordinate technical matters with consultants, contractors, commissioning teams and client representatives.
- Resolve design, installation, testing and system‑performance issues.
- Participate in multidisciplinary design reviews and technical coordination meetings.
- Contribute to constructability assessments, value engineering workshops and risk reviews.
- Review system interfaces and identify potential coordination conflicts.
- Monitor construction activities for compliance with approved designs and quality standards.
- Verify that equipment and systems are installed in accordance with specifications and manufacturer requirements.
- Track construction and commissioning progress against approved schedules.
- Identify engineering, interface, quality, safety and programme risks.
- Recommend practical mitigation and recovery measures.
- Support development of testing and commissioning strategies and execution plans.
- Review commissioning schedules, system boundaries, responsibilities and readiness requirements.
- Monitor pre‑commissioning, functional testing, performance testing and integrated systems testing.
- Confirm that systems are ready for energization, start‑up, operation and final acceptance.
- Review contractor method statements and installation procedures.
- Assess inspection and test plans, commissioning procedures, checklists and test scripts.
- Review operational manuals, maintenance documents, system descriptions and training materials.
- Evaluate engineering calculations, shop drawings, material submissions and technical data sheets.
- Monitor defects, non‑conformances, incomplete works and commissioning observations.
- Coordinate corrective actions and verify satisfactory closure.
- Ensure that test records, certificates, inspection reports and commissioning documentation are complete and traceable.
- Support system handover, asset acceptance and operational‑readiness reviews.
- Coordinate with operators and maintainers to verify accessibility, maintainability and safe operation.
- Ensure engineering activities comply with the Parsons Quality Management System.
- Maintain compliance with project health, safety and environmental requirements.
- Promote a zero‑incident approach during construction, testing energisation and commissioning.
- Review compliance with Construction Environmental Control Plans and environmental requirements.
- Coordinate with project controls, procurement, commercial, contracts, quality and risk teams.
- Participate in client, contractor, stakeholder and technical progress meetings.
- Present technical findings, risks, recommendations and proposed engineering solutions.
- Provide technical guidance and mentoring to junior engineers.
- Share commissioning knowledge with multidisciplinary project teams.
- Contribute to lessons learned, process improvement and engineering best practices.
- Support Six Sigma and continuous‑improvement initiatives where applicable.
Ideal Profile
- Bachelor's degree in electrical engineering, mechanical engineering, engineering or a related scientific discipline.
- 10‑15 years of professional engineering experience.
- Demonstrated testing and commissioning experience on major projects.
- Previous work on large infrastructure, mixed‑use, hospitality or megaproject developments.
- Strong knowledge of engineering design principles and construction methodologies.
- Thorough understanding of testing, commissioning, system completion and operational readiness.
- Experience reviewing technical specifications, calculations, reports, drawings and material submissions.
- Practical knowledge of mechanical, electrical, ELV, controls or operational systems.
- Strong understanding of multidisciplinary interfaces and systems integration.
- Experience reviewing method statements, inspection and test plans and commissioning procedures.
- Ability to monitor site construction and commissioning activities.
- Strong knowledge of international engineering codes, standards and recognized practices.
- Understanding of project sequencing, system turnover and handover requirements.
- Familiarity with project controls, procurement, contract administration and commercial processes.
- Knowledge of quality assurance, quality control, risk management and document traceability.
- Working knowledge of health, safety and environmental regulations.
- Understanding of environmental controls applicable to construction projects.
- Experience working within a Project Management Consultant environment is highly desirable.
- Previous experience with an international engineering or consulting organization is preferred.
- Professional engineering registration or chartered status is advantageous.
- Testing and commissioning, project management or construction management certification is beneficial.
- Six Sigma knowledge or certification is an advantage.
- Strong analytical, technical, coordination and problem‑solving abilities.
- Excellent written and spoken English communication skills.
