Role Context
The Senior Engineering Manager will operate within a Delivery Partner governance structure, providing technical leadership without replacing the professional responsibilities of appointed designers or contractors. The role will establish the controls required to move complex infrastructure packages through design maturity, statutory approvals, procurement, construction release, testing, commissioning and handover. Success will depend on maintaining visibility across technical risks, interfaces, decisions, information dependencies, and stage-gate requirements so that project leadership can act before engineering constraints affect cost, schedule, safety, or operations.
Key Responsibilities
- Direct multidisciplinary engineering activities across assigned infrastructure and development packages from early design through handover.
- Establish engineering delivery strategies, design-management plans, technical governance arrangements, approval matrices, and deliverable schedules.
- Coordinate civil, structural, architectural, MEP, roads, drainage, utilities, ICT, security, landscape, mobility, logistics and specialist engineering interfaces.
- Verify engineering deliverables against approved scope, Employer 's Requirements, design criteria, specifications, Saudi Arabian regulations, authority requirements, and program milestones.
- Lead structured technical reviews through concept, schematic, detailed design, IFC, construction support, commissioning and handover stages.
- Assess submissions for design completeness, constructability, maintainability, accessibility, resilience, operational suitability and procurement readiness.
- Challenge technically incomplete, uncoordinated, non-compliant or impractical proposals before they create downstream project exposure.
- Establish design verification, independent checking, peer review, compliance certification and specialist assurance requirements.
- Drive value engineering assessments that improve whole-life value while preserving required safety, performance and operational outcomes.
- Maintain requirements-traceability records, technical decision registers, design-risk registers and auditable engineering assurance evidence.
- Establish a regular governance cadence covering engineering coordination, interface reviews, design risk, progress and executive technical decisions.
- Define engineering entry and exit requirements for applicable program stage gates.
- Lead stage-gate readiness reviews and recommend progression, conditional progression, hold or escalation within delegated authority.
- Maintain visibility of stage-gate deficiencies, accountable owners, recovery actions and target closure dates.
- Ensure conditions, waivers, exceptions, residual risks and technical decisions are formally recorded and appropriately approved.
- Prepare concise engineering dashboards, stage-gate submissions, executive presentations, decision papers and technical risk summaries.
- Support procurement by developing technically robust scopes, tender requirements, clarification responses, technical evaluations and recommendations.
- Review technical submissions, design changes, deviations and value engineering proposals and recommend appropriate action.
- Coordinate engineering issues with Project Management, Commercial, Contracts, Planning, Project Controls, Quality, HSE, Procurement, Construction, Commissioning and Document Control.
- Identify technical matters carrying potential cost, time scope, procurement, entitlement or claims implications and provide timely technical substantiation.
- Maintain a technical change log covering rationale, approvals, interfaces, implementation requirements and cost or schedule assessment status.
- Escalate significant non-compliance, safety concerns, unresolved interfaces, authority constraints and program-critical engineering risks.
- Serve as a senior technical interface between the Client, Parsons, designers, contractors, supervision teams, utilities, authorities, asset owners and other delivery partners.
- Lead resolution of complex cross-package interfaces involving shared infrastructure, utility corridors, diversions, access, logistics, temporary works, tie-ins and operational requirements.
- Maintain interface registers, responsibility matrices, assumptions logs, action trackers and technical decision records.
- Coordinate statutory and utility approval requirements while supporting responsible parties in obtaining permits, NOCs, approvals and service agreements.
- Align engineering solutions with construction sequencing, work-front release, logistics, procurement, testing, commissioning and handover needs.
- Review RFIs, shop drawings, material and technical submittals, field changes, design clarifications and contractor proposals through approved workflows.
- Monitor design maturity and construction-ready information to protect procurement and site activities from late technical decisions.
- Support resolution of non-conformances, deviations, field changes and commissioning issues while preserving approved design intent.
- Lead integration of BIM, digital engineering and information-management requirements across engineering delivery.
- Maintain alignment with Employer Information Requirements, BIM Execution Plans, Common Data Environment procedures and ISO 19650 principles where adopted.
- Drive coordinated use of discipline models, federated models, drawings, schedules, technical documentation and asset information.
- Use model coordination to identify clashes, access restrictions, maintenance clearances, utility conflicts and constructability issues before construction.
- Coordinate 3D models and, where applicable, 4D sequencing and 5D cost information to expose delivery risks earlier.
- Ensure engineering information supports commissioning, operational readiness, record models, asset data and final handover.
- Contribute technical dependencies, approval periods, procurement lead times, construction releases and commissioning milestones to the integrated master schedule.
- Challenge program logic where design maturity, technical sequencing or approval dates cannot support practical delivery.
- Develop engineering recovery plans for delayed submissions, approvals, interfaces and critical technical decisions.
- Monitor designers, consultants, contractors and specialist subcontractors against staffing, quality, schedule, scope and technical performance requirements.
- Track RFI ageing, design maturity, comment closure, authority status, interface health, engineering risk and recovery performance.
- Incorporate operational readiness, maintainability, reliability, resilience, accessibility, security, lifecycle cost and asset-management requirements from early design stages.
- Coordinate with operations, facilities management, security, ICT, commissioning, mobility and asset-information stakeholders before design freeze.
- Support testing, integrated systems testing, training, O and M documentation, warranties, record information and asset handover requirements.
- Lead and mentor engineering managers, discipline engineers, interface managers, design managers and technical coordinators.
- Plan engineering resources around critical design periods, construction interfaces and major technical decisions.
- Support technical audits, engineering assurance reviews, quality assessments and continuous improvement initiatives.
Ideal Profile
- Bachelor 's degree in Civil, Structural, Mechanical, Electrical, Architectural Engineering, or a related engineering discipline.
- Minimum 15 years of progressive experience across engineering, design management, technical assurance, construction management or project delivery.
- At least 7 years of experience in senior engineering management or leadership.
- Master 's degree in Engineering, Project Management, Construction Management or Business Administration is preferred.
- Professional engineering registration, chartership or equivalent recognized membership is advantageous.
- Strong delivery record across major infrastructure, mixed-use, transport, utilities, commercial, residential, hospitality, entertainment or master-planned development programs.
- Experience with large, multi-package, fast-track programs in Saudi Arabia or the GCC is highly valuable.
- Background in Client-side, Delivery Partner, PMC, consultant, contractor, Engineer 's Representative or Design-Build environments.
- Demonstrated capability managing multidisciplinary interfaces across design, procurement, construction, testing, commissioning and handover.
- Strong knowledge of design management, technical assurance, construction methodologies, constructability, utilities, logistics temporary works interfaces and authority approvals.
- Experience with PMO or program governance, stage-gate assurance, portfolio risk tracking and executive technical reporting.
- Strong understanding of contract administration, technical change control, interface management and procurement support.
- Working knowledge of BIM, digital engineering, Common Data Environments, model coordination and asset-information handover.
- Able to distinguish material engineering risks from routine coordination matters and establish proportionate responses.
- Strong leadership, negotiation, reporting, stakeholder-management and decision-making capability.
