Overview
Senior Handover Engineer - Commissioning role at Parsons Corporation supports PMO‑level governance for large‑scale infrastructure programs in Riyadh. Key Responsibilities
- Lead development and implementation of handover and commissioning strategies, procedures, templates, and checklists aligned with PMO standards.
- Oversee testing and commissioning activities for multidisciplinary infrastructure systems, ensuring functionality, integration, compliance, and readiness for acceptance.
- Review and validate handover deliverables including as‑built drawings, O&M manuals, training documentation, warranties, guarantees, spare parts records, testing reports, commissioning reports, asset registers, and GIS submissions.
- Manage and track Substantial Completion requirements, including construction acceptance tests, closed snag lists, road safety audits, operational readiness evidence, and approval‑gated deliverables.
- Coordinate with municipalities, utility providers, traffic control entities, receiving authorities, PMCMs, contractors, consultants, and client representatives to secure approvals, permits, clearances, and handover confirmations.
- Ensure interfaces between infrastructure systems are properly managed (power supply to ITS, drainage integration, traffic signal operations, MEP systems, utilities, tunnels, roads).
- Review contractor submissions such as method statements, testing and commissioning plans, inspection and test plans, close‑out documentation, asset data, and handover packages.
- Monitor contractor and PMCM performance, identify delays or gaps, and enforce corrective actions.
- Support definition and implementation of Defect Liability Period strategies, handover conditions, acceptance requirements, and close‑out obligations.
- Advise PMO leadership on handover risks, partial completions, readiness gaps, pending approvals, documentation quality, and operational constraints.
- Provide technical guidance on commissioning and handover matters across civil, mechanical, electrical, utility, ITS, road, tunnel, landscape, and infrastructure disciplines.
- Review testing records, commissioning evidence, system integration results, operational readiness documentation, and authority comments.
- Support site visits across Riyadh to verify asset readiness, physical completion, snag status, and commissioning progress.
- Maintain handover trackers, risk registers, issue logs, approval registers, documentation matrices, and close‑out dashboards.
- Coordinate with document control teams to ensure submissions are properly logged, reviewed, approved, and available for final acceptance.
- Support digital handover requirements through accurate asset data, GIS records, system documentation, and structured close‑out information.
- Identify interface risks, incomplete documentation, unresolved snags, missing test evidence, delayed stakeholder approvals, and operational readiness concerns.
- Promote a disciplined handover culture focused on safety, quality, compliance, accountability, and smooth transition to operations.
Ideal Profile/Qualifications
- Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or related discipline.
- Member of the Saudi Council of Engineers.
- Minimum 10 years of relevant experience, including significant exposure to infrastructure projects, testing, commissioning, construction close‑out, and asset handover phases.
- Experience on roads, tunnels, utilities, MEP systems, power systems, ITS, structures, landscape, or multidisciplinary infrastructure programs.
- Background in PMO, PMC, PMCM, client-side, or large megaproject environments.
- Strong knowledge of testing and commissioning processes across multidisciplinary infrastructure systems.
- Proven experience in handover management, close‑out documentation, Substantial Completion requirements, Final Handover processes, and stakeholder coordination.
- Familiarity with Saudi regulations, local authorities, utility providers, handover procedures, and infrastructure acceptance processes.
- Ability to manage complex interfaces between utilities, ITS, civil infrastructure, MEP systems, traffic systems, and receiving entities.
- Familiarity with GIS, asset management platforms, digital handover requirements, and structured asset data.
- Proficiency in PMO systems and document control platforms such as Aconex, PMWeb, Unifier, or similar tools.
- Strong analytical, reporting, coordination, and problem‑solving skills.
- Excellent communication and stakeholder management capability.
- Ability to work under pressure while managing multiple priorities across a large program environment.
- Detail‑oriented approach with strong focus on evidence, traceability, compliance, and timely close‑out.
