Role Context The Commissioning Engineer will bridge the transition from construction completion to fully functional and operational systems. Working across engineering, construction, quality, HSE, MEP, ICT, specialist vendors, project controls, airport operations, and client teams, the role will coordinate commissioning readiness, functional testing, interface verification, defect resolution, and final system acceptance. The position has a direct impact on operational reliability by ensuring that individual systems and interconnected technologies perform correctly before handover.
Key Responsibilities
- Support preparation and implementation of the overall Project Commissioning Plan, commissioning strategy, sequencing, and system completion approach.
- Coordinate commissioning activities for assigned MEP, ICT, ELV, controls, and integrated systems.
- Review commissioning specifications, approved drawings, sequences of operation, design documents, equipment data, and functional requirements.
- Prepare or review Commissioning Procedures, testing scripts, Inspection and Test Plans, commissioning checklists, and test records.
- Coordinate MEP and ICT contractors, specialist subcontractors, manufacturers, suppliers, and vendors before and during commissioning activities.
- Confirm installation completeness and system readiness before authorizing pre-commissioning or functional testing.
- Perform pre-commissioning inspections and readiness assessments across relevant systems.
- Verify that construction completion requirements, inspections, clearances, and prerequisite documentation are satisfied before testing.
- Coordinate testing and commissioning of HVAC, chilled water, ventilation, plumbing, drainage, pumps, mechanical equipment, and associated MEP systems.
- Support commissioning of electrical interfaces serving mechanical and specialist systems where required.
- Coordinate ICT commissioning activities involving structured cabling, telecommunications, network infrastructure, data systems, ELV services, and related interfaces.
- Support testing of security, access control, and other specialist technology systems where included in the assigned scope.
- Witness functional testing and confirm equipment performance against approved design criteria and specified acceptance requirements.
- Record equipment tests, functional verification, performance testing, and Integrated Systems Testing activities.
- Verify control sequences, alarms, interlocks, operating logic, and communication interfaces.
- Coordinate BMS integration and functional testing with applicable mechanical and electrical systems.
- Manage interfaces between MEP, ICT, BMS, Fire and Life Safety, security, controls, and other specialist systems.
- Support Integrated Systems Testing and end-to-end verification of interconnected systems.
- Coordinate cause and effect testing and confirm that system responses operate as designed.
- Review commissioning results and determine whether systems satisfy contractual and technical acceptance criteria.
- Identify deficiencies, performance deviations, interface failures, incomplete works, and commissioning constraints.
- Maintain commissioning punch lists and track defects, failed tests, outstanding works, and corrective actions.
- Coordinate system retesting after rectification and verify satisfactory closure.
- Participate in technical troubleshooting and Root Cause Analysis when systems fail to achieve required performance.
- Coordinate closely with Quality teams to ensure inspections, approvals, test documentation, and supporting records are complete.
- Verify that commissioning activities follow approved Method Statements, Risk Assessments, ITPs, and project HSE requirements.
- Work with HSE teams to maintain safe testing, isolation, energization, and commissioning practices.
- Participate in commissioning meetings and provide clear updates on system readiness, progress, constraints, and upcoming activities.
- Monitor commissioning performance against the approved schedule and defined project milestones.
- Provide commissioning status information to Planning and Project Controls teams for progress measurement and reporting.
- Identify commissioning dependencies, interfaces, risks, and potential schedule constraints and recommend mitigation actions.
- Review vendor commissioning procedures and verify alignment with project specifications and acceptance requirements.
- Arrange vendor attendance for specialist equipment testing, troubleshooting, performance verification, and system demonstrations.
- Ensure test and measurement equipment has current and valid calibration certification.
- Review contractor and vendor testing and commissioning records for technical completeness and traceability.
- Maintain commissioning registers, test certificates, completed checklists, system records, and supporting documentation.
- Support preparation of System Completion Certificates, Commissioning Certificates, and system handover dossiers.
- Confirm commissioning files and required evidence are complete before systems are submitted for handover.
- Coordinate demonstrations and training sessions for operations and maintenance personnel.
- Arrange final system demonstrations with the Client, Consultant, Airport Operations, and other relevant stakeholders.
- Support operational readiness reviews, final acceptance activities, system turnover, and project handover.
- Verify as-built drawings, O and M manuals, warranties, commissioning reports, test records, and close-out documentation.
- Contribute commissioning lessons learned and practical recommendations to improve future testing and system integration activities.
Ideal Profile
- Bachelor 's degree in Mechanical Engineering, Electrical Engineering, Electronics, Telecommunications, ICT, or another related engineering discipline.
- Minimum 5 years of relevant testing and commissioning experience involving MEP, ICT, ELV, controls, integrated building systems, or infrastructure systems.
- Previous experience on major airport, infrastructure, building, or large-scale development projects.
- Strong understanding of MEP systems, ICT infrastructure, system controls, integration requirements, and commissioning workflows.
- Practical knowledge of construction completion, pre-commissioning, functional testing, performance verification, integrated testing, and handover.
- Experience coordinating multidisciplinary contractors, specialist vendors, consultants, and operational stakeholders.
- Ability to interpret technical drawings, specifications, sequences of operation, test procedures, system architecture, and interface documentation.
- Certified Commissioning Professional qualification or equivalent is preferred.
- ASHRAE commissioning or Cx-related certification would be advantageous.
- LEED, WELL, or equivalent building performance certification is beneficial.
- BICSI certification is advantageous for candidates handling ICT-focused commissioning activities.
- KNX, BMS, or controls-related certification would strengthen experience in integrated systems testing.
- PMP or equivalent project management certification is beneficial.
- Relevant HSE certification is preferred for work involving testing, energization, and operational systems.
- Strong troubleshooting ability with a structured approach to technical fault identification and resolution.
- Capable of coordinating several simultaneous testing activities and complex system interfaces under demanding project schedules.
