Reporting to the Director of Infrastructure Planning and Design, the role carries end‑to‑end responsibility for design strategy and delivery from early planning and concept development through schematic design, detailed design, and construction documentation. The successful candidate will guide multidisciplinary consultants, establish technical priorities, and ensure that all packages meet programme, quality, coordination, and stakeholder requirements.
Key Responsibilities
- Lead multidisciplinary design delivery across major programs, districts, precincts, and infrastructure asset portfolios.
- Provide strategic direction for design management, technical assurance, and integrated delivery.
- Maintain end‑to‑end accountability for design quality, consultant performance, and governance compliance.
- Oversee design development from strategic planning and concept design through schematic, detailed, and construction documentation stages.
- Act as a senior technical authority within the infrastructure planning and design team.
- Influence design strategy, technical methodologies, standards, and engineering best practices.
- Coordinate design priorities with development, projects, commercial, planning, and support functions.
- Ensure stakeholder requirements are identified, communicated, and incorporated into design deliverables.
- Lead multidisciplinary consultants and internal design teams.
- Establish clear technical priorities, quality expectations, deliverable requirements, and coordination protocols.
- Develop integrated design delivery programs covering sequencing, phasing, interfaces, approvals, and resource needs.
- Review, challenge, and endorse consultant submissions, drawings, reports, models, specifications, and technical recommendations.
- Confirm that design deliverables satisfy client governance and approval requirements.
- Monitor consultant performance against scope, schedule, quality, coordination, and contractual obligations.
- Define design delivery strategies at project, program, and portfolio levels.
- Develop design sequencing and phasing plans that support procurement and construction priorities.
- Coordinate resource planning across multiple design packages and consultants.
- Manage complex interfaces between engineering disciplines, infrastructure networks, assets, packages, and delivery teams.
- Ensure design assumptions, dependencies, and responsibilities are clearly documented.
- Resolve cross‑discipline conflicts before they affect approvals or construction.
- Lead technical reviews, design coordination meetings, and consultant performance sessions.
- Support value engineering and design optimization initiatives.
- Improve design efficiency while maintaining functionality, technical integrity, safety, and quality.
- Promote practical, constructible, maintainable, and cost‑conscious design solutions.
- Ensure design changes are assessed for technical, schedule, cost, and interface impacts.
- Support governance boards and client approval processes with accurate technical advice.
- Identify design risks and establish appropriate mitigation and escalation measures.
- Embed lessons learned, innovation, and continuous improvement across design teams.
- Develop and promote consistent design management procedures and technical standards.
- Mentor design managers, engineers, and technical team members.
- Perform other duties associated with senior infrastructure design leadership.
Ideal Profile
- Bachelor's degree in engineering or a related technical discipline.
- Minimum 15 years of multidisciplinary design management experience.
- Strong background supporting large and complex infrastructure or development programs.
- Proven experience acting as a senior technical lead.
- Demonstrated success managing multiple consultants and infrastructure design packages.
- Extensive knowledge of design governance, technical assurance, and approval processes.
- Strong experience coordinating complex interfaces between disciplines, assets, and delivery packages.
- Ability to oversee design from strategic planning through construction documentation.
- Experience defining design strategies, sequencing, phasing, and resource plans.
- Strong understanding of consultant management and performance monitoring.
- Proven ability to review and challenge complex technical submissions.
- Experience supporting client governance and technical approval processes.
- Strong capability in value engineering, design optimization, and constructability.
