Role Context

The Lead Electrical Engineer will provide technical and construction administration oversight for electrical systems throughout the project lifecycle, from pre-installation coordination through testing, commissioning, documentation, and handover. The role will focus on maintaining compliance between field execution and approved contract requirements while coordinating contractors, subconsultants, project management, and senior engineering personnel. Strong technical judgment will be required when reviewing ELV and IT submissions, responding to RFIs, evaluating proposed changes, assessing claims, and determining whether installed systems are ready for final acceptance.

Key Responsibilities
  • Monitor electrical works to confirm compliance with approved drawings, specifications, contract documents, and project procedures.
  • Review site installation activities and identify deviations requiring corrective action.
  • Provide technical oversight across electrical, ELV, and associated IT systems.
  • Review and process electrical technical submissions before construction implementation.
  • Evaluate ELV and IT technical submittals for compliance with project requirements.
  • Check contractor documentation for completeness, technical accuracy, and coordination with other disciplines.
  • Prepare preliminary technical responses to RFIs relating to electrical works.
  • Coordinate clarifications with the Senior Electrical Engineer and relevant project specialists.
  • Review contractor proposals affecting electrical scope, interfaces, or system performance.
  • Coordinate pre-installation activities before commencement of electrical works.
  • Confirm that approved drawings, materials, access requirements, and preceding works are ready before installation.
  • Supervise coordination between electrical activities and architectural, structural, mechanical, ELV, and IT works.
  • Identify installation conflicts and support timely resolution before they affect progress.
  • Liaise with specialist subconsultants where additional technical input is required.
  • Review electrical change order proposals submitted by contractors.
  • Assess technical justification, scope implications, and supporting information associated with proposed changes.
  • Prepare recommendations on electrical change orders for senior engineering review.
  • Assist in evaluating contractor claims associated with electrical works.
  • Review technical records supporting claims for additional cost, delay, or changed conditions.
  • Prepare engineering input and recommendations for contractual claim assessments.
  • Support project management and commercial teams with technical clarification where electrical entitlement is disputed.
  • Review project record documents relevant to electrical and ELV systems.
  • Verify that drawings and records accurately reflect installed conditions.
  • Review redline drawings and as-built documentation prior to final acceptance.
  • Ensure testing records, equipment data, certificates, and technical documentation are complete.
  • Inspect completed electrical installations before commissioning.
  • Monitor equipment start-up, functional testing, integrated testing, and commissioning activities.
  • Verify testing procedures and results against approved specifications and acceptance criteria.
  • Coordinate resolution of commissioning deficiencies and outstanding technical issues.
  • Monitor closure of punch list and snagging items related to electrical systems.
  • Support testing and commissioning interfaces between power, ELV, IT, and connected building systems.
  • Confirm that completed systems operate as intended before handover.
  • Prepare sign-off packages for completed electrical works.
  • Compile inspection records, approvals, testing documentation, and completion evidence for senior engineering sign-off.
  • Confirm required handover documentation is available before recommending acceptance.
  • Support final transfer of electrical systems to the Client or operating team.
  • Review specifications and technical requirements throughout construction to ensure consistent interpretation.
  • Maintain awareness of applicable authority requirements affecting electrical installations.
  • Identify compliance concerns and coordinate corrective measures with contractors.
  • Support inspections associated with regulatory or authority approvals where required.
  • Use AutoCAD to review technical layouts, details, and coordination information.
  • Maintain structured technical records using project systems and standard documentation tools.
  • Prepare reports, review comments, recommendations, and technical correspondence.
  • Track outstanding electrical issues through resolution and closure.
  • Coordinate closely with the Project Manager and perform additional electrical engineering duties required for successful project delivery.
Ideal Profile

The position requires a bachelor 's degree in Electrical Engineering. Candidates should have at least 14 years of professional experience as an Electrical or ELV Engineer. Approximately three to five years of construction administration experience within the Middle East is required. The successful candidate should have a strong technical background in electrical construction, ELV systems, technical submittal review, installation supervision, and commissioning. Candidates must understand project delivery from initial construction activities through final testing, documentation, handover, and closeout. Experience reviewing RFIs, contractor technical submissions, change orders, claims, and project record documents is important. A strong understanding of electrical specifications and the ability to identify non-compliant work are essential. Knowledge of local authority requirements and approval processes will support effective project delivery. Candidates should be able to review drawings and technical documentation accurately and provide clear, technically justified comments. Working knowledge of AutoCAD is required. Good capability with Microsoft Excel and Microsoft Word is expected for technical reporting, documentation, and project administration. Strong written and verbal communication skills are essential for coordinating contractors, consultants, senior engineers, and project management personnel.
