Job summary

Dewan Consultants seeks a Senior Marine Supervisor to supervise beach restoration, dredging, shoreline rehabilitation, and coastal maintenance across Red Sea projects in Saudi Arabia.

You will lead multidisciplinary site teams, coordinate with Surveyors, Marine Operators, and QHSE, and ensure work meets approved methods, permits, and safety standards.

Job Purpose

The Supervisor is responsible for planning, coordinating, supervising, and monitoring the daily execution of beach restoration, shoreline rehabilitation, marine dredging, sediment removal, intertidal maintenance, and coastal protection activities across multiple project locations within the Red Sea Global development.

The role ensures that all operational activities are completed safely, efficiently, and in accordance with approved work methods, engineering drawings, environmental permits, quality standards, project schedules, and Red Sea Global Health, Safety & Environmental (HSE) requirements. The Supervisor shall provide direct leadership to multidisciplinary site teams and ensure optimum utilization of manpower, equipment, vessels, and resources.

Works Closely With: Surveyors, Dredging Machine Operators, Heavy Machinery Drivers, Suction Pump Operators, Divers, Speed Boat Captains, Inflatable Boat Operators, Mechanical Technicians, Electricians, Welders, Helpers, Workshop Supervisor, Storekeeper and QHSE Officer

Job Responsibilities

The Supervisor shall be responsible for, but not limited to, the following:

Operational Supervision

• Supervise the daily execution of beach restoration, dredging, shoreline rehabilitation, and coastal maintenance activities.
• Allocate manpower, equipment, vessels, and resources to meet daily operational requirements.
• Coordinate excavation, sand cliffing, decliffing, sediment removal, and beach profiling activities.
• Ensure dredging operations achieve the required excavation depths and approved beach profiles.
• Monitor work progress against daily, weekly, and monthly work plans.
• Ensure all activities are executed in accordance with approved Method Statements, Risk Assessments, and Project Specifications.
• Coordinate work activities across multiple islands and remote project locations.
• Ensure project milestones and production targets are achieved within the approved schedule.

Site Coordination

• Coordinate daily work with Surveyors, Marine Operations, Workshop, Procurement, Logistics, and QHSE teams.
• Organize daily workforce deployment and equipment allocation.
• Coordinate the movement of heavy equipment, marine vessels, and dredging systems between work fronts.
• Ensure availability of required materials, spare parts, fuel, and consumables before commencing work.
• Liaise with client representatives, consultants, subcontractors, and internal stakeholders.
• Resolve operational issues affecting productivity and schedule.

Equipment & Marine Operations

• Supervise the operation of dredging machines, suction pumps, excavators, loaders, amphibious equipment, and marine vessels.
• Monitor equipment utilization and operational efficiency.
• Coordinate preventive maintenance schedules with the Workshop Supervisor.
• Ensure machinery is operated by competent and authorized personnel.
• Minimize equipment downtime through proactive planning and maintenance coordination.
• Verify daily equipment inspections are completed.

Survey & Quality Control

• Review survey data and ensure work is executed according to approved coordinates, elevations, and beach profiles.
• Verify excavation depths and restoration levels with Surveyors.
• Ensure quality standards are achieved throughout project execution.
• Conduct routine inspections to verify compliance with project specifications.
• Report deviations and coordinate corrective actions where required.

Health, Safety & Environmental Responsibilities

• Promote and enforce a strong safety culture across all project sites.
• Ensure compliance with company HSE policies, Red Sea Global requirements, and Saudi regulations.
• Conduct daily toolbox talks and pre-task safety briefings.
• Verify Job Safety Analysis (JSA), Risk Assessments, and Permit-to-Work (PTW) requirements are implemented.
• Monitor compliance with Personal Protective Equipment (PPE) requirements.
• Ensure safe marine operations, lifting activities, excavation works, and heavy equipment movements.
• Monitor environmental protection measures to prevent impacts on coral reefs, mangroves, seagrass beds, and marine ecosystems.
• Immediately stop unsafe work where imminent danger exists.
• Report incidents, near misses, unsafe conditions, and environmental observations promptly.

Team Leadership

• Lead and supervise operators, technicians, marine crew, and helpers.
• Allocate daily work assignments and monitor performance.
• Provide technical guidance and on-the-job coaching.
• Conduct daily attendance and productivity monitoring.
• Support employee development through mentoring and skills improvement.
• Promote teamwork, discipline, accountability, and operational excellence.
• Resolve workforce issues in coordination with the Operational Manager.

Continuous Improvement

• Identify opportunities to improve productivity and operational efficiency.

• Support implementation of best practices and continuous improvement initiatives.

• Experience supervising heavy equipment operations, marine logistics, and shoreline rehabilitation works.
• Experience working in environmentally sensitive coastal environments.
• GCC or Middle East experience is highly preferred.
• Previous experience on island developments or Red Sea coastal projects is an advantage.

Job Context

Candidates with experience in beach restoration, marine dredging, coastal engineering, land reclamation, offshore construction, ports, harbors, island developments, or large-scale civil infrastructure projects will be given preference. Experience supervising shoreline rehabilitation, intertidal excavation, sand cliffing and decliffing, sediment removal, heavy equipment operations, marine logistics, and multidisciplinary field teams in environmentally sensitive coastal and island environments is highly desirable.

Previous experience on Red Sea Global, NEOM, AMAALA, Saudi Aramco, or other major GCC marine and coastal infrastructure projects will be considered a significant advantage, particularly where responsibility included managing remote island operations, HSE compliance, quality control, and operational planning.
