Job summary

Dewan Consultants seeks a seasoned QHSE Officer for our Red Sea Global marine projects in Saudi Arabia. You will implement the QHSE Management System across beach restoration, dredging, and intertidal works, ensuring compliance with safety, health, and environmental standards.

You will lead audits, incident investigations, and continuous improvement, coordinating with supervisors, divers, operators, and client representatives to protect personnel and the environment.

Qualifications

  • Bachelor’s degree in occupational health & safety, environmental science/engineering or related discipline.
  • Minimum 7–10 years of QHSE experience in marine construction, dredging or coastal projects.
  • NEBOSH/IOSH or equivalent certificates are preferred.

Responsibilities

  • Implement and maintain the QHSE Management System for beach restoration and marine works.
  • Conduct risk assessments and JSA; manage PTW processes and safety audits.
  • Lead incident investigations, root cause analysis and reporting across project locations.

Job Purpose

The QHSE Officer is responsible for implementing, monitoring, and continually improving the Quality, Health, Safety, and Environmental (QHSE) Management System for all beach restoration, shoreline rehabilitation, marine dredging, sediment removal, and intertidal maintenance activities across the Red Sea Global project locations.

The role ensures that all operations are executed in compliance with Red Sea Global QHSE requirements, Saudi Arabian laws and regulations, international standards, environmental permits, and industry best practices while protecting employees, contractors, visitors, marine ecosystems, and project assets.

The QHSE Officer shall actively promote a proactive safety culture, environmental stewardship, quality assurance, and continuous improvement throughout all project activities.

Location: Shura, Shebara, Laheq, Turtle Bay Village, Nujuma & Ummahat Islands, Amaala & Red Sea Global Projects Saudi Arabia

Works Closely With: Supervisors, Surveyors, Dredging Machine Operators, Heavy Machinery Drivers, Divers, Mechanical Technicians, Electricians, Workshop Supervisor, Storekeeper, Marine Crew, Contractors, Consultants and Client Representatives

Job Responsibilities

The QHSE Officer shall be responsible for, but not limited to, the following:

Quality Management
  • Implement and maintain the Project Quality Management Plan.
  • Monitor compliance with project specifications, method statements, and Inspection & Test Plans (ITPs).
  • Verify that beach restoration and dredging works meet approved quality standards.
  • Conduct routine quality inspections of operational activities.
  • Review and monitor quality control documentation and inspection records.
  • Ensure survey benchmarks, beach profiles, and restoration levels comply with approved engineering requirements.
  • Raise Non-Conformance Reports (NCRs) and monitor corrective and preventive actions.
  • Participate in internal and external quality audits.
  • Verify calibration certificates for survey and testing equipment.
  • Promote continuous quality improvement initiatives.
Health & Safety Management
  • Implement the Project Health & Safety Management Plan.
  • Conduct routine site safety inspections across beaches, islands, workshops, marine facilities, and operational areas.
  • Ensure compliance with company HSE policies and legal requirements.
  • Conduct Job Safety Analysis (JSA) and risk assessments for operational activities.
  • Review and monitor Permit-to-Work (PTW) systems.
  • Verify implementation of Lockout/Tagout (LOTO) procedures during maintenance activities.
  • Ensure compliance with safe lifting, excavation, marine, diving, electrical, and confined space procedures.
  • Monitor use of Personal Protective Equipment (PPE).
  • Conduct daily toolbox talks and safety briefings.
  • Promote behavioural-based safety and safety awareness campaigns.
  • Stop unsafe work when imminent danger exists.
Environmental Management
  • Ensure compliance with approved Environmental Management Plans (EMP).
  • Monitor marine environmental protection measures during beach restoration and dredging operations.
  • Ensure protection of coral reefs, mangroves, seagrass beds, marine wildlife, and environmentally sensitive habitats.
  • Monitor sediment control and water turbidity during dredging activities.
  • Ensure proper waste segregation, handling, storage, transportation, and disposal.
  • Monitor fuel storage, refueling activities, and spill prevention measures.
  • Conduct environmental inspections and environmental compliance audits.
  • Investigate environmental incidents and implement corrective actions.
  • Promote environmental awareness among project personnel.
  • Ensure compliance with environmental permits and Red Sea Global sustainability requirements.
Marine Safety
  • Monitor marine vessel operations and compliance with marine safety procedures.
  • Verify safe operations of speedboats, Rigid Inflatable Boats (RIBs), dredging equipment, and floating plant.
  • Monitor diving operations to ensure compliance with approved dive plans and commercial diving regulations.
  • Ensure life‑saving appliances, rescue equipment, and emergency response resources are available and serviceable.
  • Verify emergency evacuation procedures for island and marine operations.
  • Monitor weather conditions, tide information, and operational risks.
Incident Management
  • Investigate accidents, incidents, near misses, environmental events, and property damage.
  • Conduct root cause analysis using recognized investigation methodologies.
  • Prepare detailed incident investigation reports.
  • Monitor implementation of corrective and preventive actions.
  • Maintain incident statistics and safety performance indicators.
  • Report serious incidents to management immediately.
Training & Competency
  • Conduct HSE inductions for new employees and contractors.
  • Deliver safety awareness training programs.
  • Verify competency of operators, divers, boat operators, and heavy equipment personnel.
  • Coordinate emergency drills, rescue exercises, and spill response training.
  • Maintain training records and competency matrices.
  • Monitor certification validity and refresher training requirements.
Audits & Compliance
  • Conduct internal QHSE audits.
  • Support external audits by clients, consultants, and regulatory authorities.
  • Verify compliance with Red Sea Global standards.
  • Ensure implementation of ISO Management Systems.
  • Monitor legal compliance obligations.
  • Prepare audit reports and monitor closure of findings.

  • Coordinate with emergency response teams.
  • Ensure emergency equipment remains operational.
  • Support rescue and evacuation operations when required.
Leadership & Continuous Improvement
  • Promote a proactive QHSE culture across all project locations.
  • Coach supervisors and employees on QHSE best practices.
  • Encourage hazard reporting and employee engagement.
  • Recommend improvements to operational procedures.
  • Support implementation of continual improvement initiatives.
  • Previous experience on Red Sea Global, NEOM, AMAALA, Saudi Aramco, or other major GCC marine and infrastructure projects with demonstrated implementation of ISO 9001, ISO 14001, and ISO 45001 management systems will be considered a significant advantage.

Job Context

Candidates with experience in beach restoration, marine dredging, coastal engineering, offshore construction, island developments, ports, harbors, environmental rehabilitation, or large-scale infrastructure projects will be given preference. Experience managing QHSE systems in environmentally sensitive coastal and marine environments, particularly involving intertidal operations, sediment removal, marine logistics, diving activities, heavy equipment operations, and shoreline restoration, is highly desirable.
