Lead Digital Project Delivery Manager in Tabuk, Saudi Arabia is a senior IT and Services opportunity responsible for defining enterprise architecture, digital governance, technology integration, and smart infrastructure strategy for a world-scale giga-project. Parsons Corporation is hiring an accomplished digital leader to align IT, operational technology, data, applications, cloud platforms, smart city systems, and business capabilities within one secure and scalable digital ecosystem.
Key Responsibilities
- Define and maintain the enterprise architecture strategy across business, data, application, integration, security, and technology domains.
- Develop current-state and target-state architecture models, transition roadmaps, capability maps, and implementation priorities.
- Align digital architecture with project objectives, operational requirements, sustainability targets, and long-term asset strategies.
- Establish architecture principles, standards, reference models, design patterns, and technology governance processes.
- Create and chair an Enterprise Architecture Review Board for evaluating major technology proposals and solution designs.
- Ensure digital initiatives comply with approved architecture, cybersecurity, data governance, privacy, and interoperability requirements.
- Oversee the integration of smart city platforms, IoT devices, sensors, operational technology, control systems, and enterprise applications.
- Coordinate digital ecosystems involving ERP, GIS, BIM, asset management, digital twins, analytics, artificial intelligence, and collaboration platforms.
- Guide the design of secure and scalable cloud-native architectures using AWS, Microsoft Azure, or comparable platforms.
- Define integration strategies covering APIs, middleware, event-driven systems, data exchanges, and master data services.
- Establish architectural controls for IT and OT convergence, network segmentation, system resilience, and operational continuity.
- Review solution architecture, infrastructure design, data architecture, cybersecurity controls, and vendor technical submissions.
- Identify technology duplication, integration gaps, scalability limitations, security exposure, and lifecycle risks.
- Develop practical remediation plans and ensure architectural issues are resolved before implementation.
- Evaluate emerging technologies including edge computing, next-generation connectivity, blockchain, AI, machine learning, and advanced automation.
- Assess new technologies against operational value, sustainability, security, cost, maturity, and implementation risk.
- Translate complex technical strategies into clear business outcomes, investment cases, and executive recommendations.
- Present digital roadmaps, architecture decisions, risks, and progress updates to C-suite stakeholders and client leadership.
- Coordinate government entities, consultants, contractors, system integrators, vendors, and project delivery teams.
- Ensure that technology procurement and implementation decisions support the approved target architecture.
- Lead the preparation of technical scopes, architecture requirements, tender evaluations, and supplier recommendations.
- Establish digital delivery KPIs covering integration, system performance, resilience, adoption, cybersecurity, and business value.
- Monitor implementation progress and intervene where solutions deviate from approved architecture or program objectives.
- Direct and mentor solution architects, enterprise architects, data architects, cloud specialists, and infrastructure architects.
- Build internal digital capability through coaching, technical standards, knowledge sharing, and structured development.
- Promote a culture of innovation, disciplined governance, collaboration, and continuous improvement.
Ideal Profile
- Bachelor's or Master's degree in Computer Science, Information Technology, Software Engineering, or a closely related discipline.
- Minimum 20 years of progressive information technology and digital transformation experience.
- At least 8 to 10 years in enterprise architecture, digital strategy, or senior technology leadership.
- Proven responsibility for multi-billion-dollar programs, mega-projects, smart cities, or large-scale digital ecosystems.
- Strong knowledge of enterprise architecture across business, data, applications, integration, infrastructure, and security domains.
- Experience establishing architecture governance, review boards, standards, roadmaps, and compliance processes.
- Deep understanding of IT and operational technology integration.
- Strong knowledge of smart city platforms, IoT networks, digital twins, BIM, GIS, ERP, and asset-management environments.
- Advanced understanding of AWS, Microsoft Azure, cloud-native architectures, microservices, APIs, and scalable integration frameworks.
- Familiarity with data mesh, enterprise analytics, artificial intelligence, and advanced decision-support platforms.
- Strong knowledge of cybersecurity architecture, identity management, network segmentation, resilience, and data protection.
- Ability to evaluate emerging technologies and convert innovation into practical project and operational benefits.
- Proven capability influencing executive stakeholders, government entities, consultants, and international technology partners.
- Strong leadership skills with experience managing multidisciplinary architecture and digital delivery teams.
- Exceptional written and spoken English communication skills.
- Strong executive storytelling, presentation, negotiation, and stakeholder-alignment capability.
- Ability to operate effectively across diverse cultures, organizations, and technical disciplines.
- TOGAF 9.x, Certified Enterprise Architect, Zachman, or SAFe certification is highly preferred.
- Previous smart city or giga-project experience in Saudi Arabia or the wider GCC region is highly desirable.
- Willingness to relocate to and work full-time in Tabuk, Saudi Arabia.
