Context
The Technical Design Manager will manage the technical development and coordinated delivery of multidisciplinary design packages across several major projects. The role combines design leadership, resource planning, technical assurance, quality management, stakeholder coordination, and team development.
By establishing clear design standards, resolving technical interfaces, and monitoring cost, quality, and schedule performance, the position will help reduce design conflicts, improve constructability, and support the timely delivery of integrated infrastructure and landscape solutions.
Key Responsibilities
- Manage and coordinate multidisciplinary design deliverables across multiple concurrent projects.
- Oversee the preparation of drawings, calculations, reports, specifications, schedules, and tender packages.
- Develop and implement resource plans in coordination with project managers and discipline leaders.
- Review discipline staffing budgets, resource forecasts, and assignment schedules.
- Maintain suitable staffing levels, including temporary personnel when project requirements increase.
- Monitor design quality, productivity, and progress against approved schedules and delivery targets.
- Ensure technical production requirements and client expectations are consistently achieved.
- Establish discipline standards, procedures, technical manuals, and quality‑control processes.
- Recommend improvements to departmental workflows and design management procedures.
- Support recruitment, technical interviews, candidate assessments, and employee selection.
- Conduct performance evaluations and provide coaching, counselling, and corrective guidance when required.
- Ensure new employees receive appropriate orientation on company policies, procedures, systems, and quality expectations.
- Manage discipline activities within approved project and overhead budgets.
- Participate in quality improvement initiatives and technical committees.
- Motivate, mentor, and develop assigned design personnel.
- Lead and participate in multidisciplinary design reviews.
- Facilitate value engineering and constructability workshops.
- Attend technical, design, safety, and project coordination meetings.
- Verify that designs comply with relevant codes, regulations, standards, and client requirements.
- Monitor team performance against cost, schedule, quality, and resource metrics.
- Coordinate with internal disciplines, external consultants, contractors, clients, and authorities.
- Ensure civil, structural, architectural, landscape, mechanical, and electrical designs are properly integrated.
- Resolve technical issues arising during design development.
- Identify critical design risks and recommend practical mitigation measures.
- Promote digital engineering, BIM coordination, structured document control, and quality assurance practices.
- Support knowledge sharing and the development of standardized technical procedures.
- Attend all required design meetings and contribute coordinated technical solutions.
- Review and validate meeting minutes, technical decisions, action items, and agreed responsibilities.
- Present proposed solutions across relevant disciplines to confirm alignment and integration.
- Maintain clear communication with project stakeholders and obtain the information required for timely design completion.
- Support the integration of design progress with project cost, schedule, risk, and change‑control processes.
- Perform other responsibilities associated with technical design management.
Ideal Profile
- Bachelor’s degree in civil engineering, electrical engineering, mechanical engineering, or a related discipline.
- More than 20 years of professional engineering and design experience.
- At least 10 years of technical coordination experience involving site infrastructure and landscape projects.
- Proven success managing multidisciplinary design teams on major developments.
- Strong ability to control several design packages and technical submissions simultaneously.
- Extensive knowledge of engineering codes, authority requirements, regulatory frameworks, and technical standards.
- Experience preparing and reviewing detailed design documentation and tender packages.
- Strong understanding of technical assurance, design quality, constructability, and value engineering.
- Ability to manage staffing plans, design resources, budgets, and team performance.
- Experience coordinating with clients, consultants, contractors, authorities, and internal project teams.
- Strong leadership, mentoring, negotiation, presentation, and problem‑solving abilities.
- Excellent written and spoken English communication skills.
- Proficiency in AutoCAD, Revit, BIM 360, and document‑control systems.
- Working knowledge of BIM, Navisworks, digital engineering platforms, and common data environments.
- Understanding of project controls, including cost, risk, schedule, and change integration.
- Previous experience delivering infrastructure or large‑scale projects in the Middle East.
- Experience working with government or semi‑government clients is advantageous.
- Professional certification such as PMP, RICS, PE, or an equivalent qualification is preferred.
- Valid Saudi Arabian driving licence is desirable.
