Key Responsibilities
- Lead the PMO responsible for rollout, enhancement, integration, and optimization of the city Asset Management platform ecosystem.
- Develop and maintain the master deployment schedule covering software releases, platform modules, integrations, mobile applications, and related technology initiatives.
- Establish standardized governance processes, delivery methodologies, stage gates, reporting templates, and escalation procedures.
- Apply appropriate Agile, Waterfall, or hybrid project management approaches according to project complexity and delivery requirements.
- Coordinate portfolio priorities across multiple concurrent technology projects and operational workstreams.
- Maintain visibility over dependencies, milestones, critical paths, resources, and implementation readiness.
- Manage major technology budgets covering software licenses, system integration, infrastructure hosting, consulting resources, and implementation services.
- Monitor budget commitments, expenditure, variance, and forecast requirements.
- Provide early warning when funding, resource constraints, or commercial issues may affect deployment schedules.
- Serve as the principal coordination link between software developers, system architects, PMO teams, and physical asset operators.
- Translate operational requirements from Roads, Public Realm, Facilities Management, and other city functions into structured technology delivery priorities.
- Coordinate integration between the Asset Management platform and financial, service charge, smart city, IoT, and other enterprise systems.
- Monitor data interface dependencies and ensure integration activities are properly scheduled, tested, and governed.
- Lead cross-functional coordination between IT, digital, finance, operations, asset management, and external delivery partners.
- Develop structured change management plans for teams transitioning from legacy processes to new digital platforms.
- Design user adoption strategies that support practical operational use rather than technology deployment alone.
- Coordinate field-user training programs, role-based learning, communication activities, and user feedback mechanisms.
- Track adoption issues and work with technical teams to resolve barriers affecting operational use.
- Monitor platform deployment risks including data migration errors, configuration delays, system downtime, integration failures, and cybersecurity concerns.
- Maintain program risk registers and ensure mitigation actions are assigned and actively monitored.
- Escalate critical technology delivery risks to appropriate governance forums before they affect major milestones.
- Develop executive dashboards showing program health, milestone status, budget variance, delivery risks, and readiness indicators.
- Prepare clear project portfolio updates for steering committees, executive leadership, and senior operational stakeholders.
- Translate technical implementation issues into concise business impacts and recommended decisions.
- Lead regular PMO reviews covering schedule, budget, vendor performance, risk, quality, and resource utilization.
- Conduct post-implementation reviews following major releases, integrations, and platform deployments.
- Capture lessons learned and use findings to improve subsequent deployment cycles.
- Identify delivery bottlenecks and streamline governance processes to improve implementation speed.
- Direct and monitor the performance of system integrators, enterprise software vendors, and technology consultants.
- Review vendor plans, milestones, deliverables, staffing, and quality against contractual commitments.
- Track contractual Service Level Agreements and agreed performance measures.
- Escalate underperformance and support appropriate commercial or contractual actions when vendors fail to meet obligations.
- Coordinate with Contracts and Commercial teams on vendor performance, deliverables, claims, changes, and contractual risks.
- Maintain clear accountability for external technology partners across implementation workstreams.
- Support procurement and evaluation of technology delivery partners when required.
- Ensure platform initiatives remain aligned with operational priorities and wider smart city objectives.
- Support implementation of enterprise asset management systems such as SAP PM-MM, IBM Maximo, or equivalent platforms.
- Coordinate mobile engineering applications and digital field tools used by maintenance and operations teams.
- Monitor resource demand across internal teams, consultants, vendors, and system integrators.
- Use project portfolio management tools to improve resource scheduling and delivery visibility.
- Promote transparent governance, disciplined project control, and data-driven decision-making throughout the technology portfolio.
- Provide mentoring and PMO leadership to project managers, coordinators, analysts, and implementation teams.
- Drive continuous improvement of PMO standards, reporting tools, deployment frameworks, and vendor governance practices.
Ideal Profile
- Bachelor 's degree in Computer Science, Information Technology, Engineering, Business Administration, or a closely related discipline.
- Master 's degree or MBA focused on Technology Management, Project Portfolio Management, or a related area is highly preferred.
- Minimum 15 years of progressive experience leading technology-focused PMOs, major ERP programs, enterprise asset management systems, or complex digital transformation initiatives.
- Proven experience managing enterprise technology portfolios involving multiple vendors, system integrators, consultants, and internal stakeholders.
- Strong background in mega-projects, public utilities, transportation authorities, smart cities, or other complex operational environments.
- Demonstrated experience with large-scale EAMS or ERP deployments.
- Strong practical understanding of SAP PM-MM, IBM Maximo, or equivalent enterprise asset management platforms.
- Proven ability to manage technology budgets, implementation schedules, project dependencies, risks, and resource requirements.
- Strong experience coordinating system integrations between enterprise applications and operational platforms.
- Practical knowledge of change management and user adoption within operational organizations.
- Experience transitioning traditional field teams from manual or legacy processes to digital workflows.
- PMP or PgMP certification is mandatory.
- Agile, Scrum, PRINCE2, or equivalent certification is highly desirable.
- High proficiency in project portfolio management platforms, resource scheduling tools, and PMO reporting systems.
- Strong vendor and contract governance experience.
- Ability to hold major international technology providers accountable for quality, schedule, and contractual performance.
- Excellent executive communication and presentation capability.
- Strong ability to simplify technical IT terminology for non-technical directors and senior executives.
- Strong negotiation, problem-solving, and decision-making skills.
