Role Context
The Technical Design Manager will control the technical development of multiple design packages while coordinating the people, information, interfaces, and approvals required for successful delivery. The role extends beyond design review into resource management, technical governance, digital coordination, value engineering, and stakeholder alignment. Effective leadership will ensure that multidisciplinary solutions are technically compatible, adequately resourced, constructible, compliant, and mature enough to progress into tendering and subsequent project stages without avoidable redesign.
Key Responsibilities
- Manage multidisciplinary design deliverables across multiple infrastructure and landscape project packages.
- Establish design execution priorities and coordinate deliverables against approved project schedules and Client requirements.
- Oversee preparation of drawings, calculations, technical reports, specifications, design documentation, and tender packages.
- Coordinate civil, electrical, mechanical, landscape, and other specialist disciplines to achieve integrated technical solutions.
- Review design development for technical completeness, constructability, interdisciplinary compatibility, and regulatory compliance.
- Lead design meetings and provide technically viable solutions to complex multidisciplinary issues.
- Validate meeting records and ensure technical decisions, responsibilities, and required actions are accurately captured.
- Present proposed design solutions across relevant disciplines and obtain alignment before progressing critical deliverables.
- Maintain clear communication with Clients, consultants, internal teams, and other project stakeholders.
- Identify information requirements early and coordinate timely inputs needed to prevent design delays.
- Participate in formal design reviews, value engineering workshops, technical coordination sessions, and safety reviews.
- Ensure designs comply with applicable codes, standards, regulatory frameworks, project specifications, and Client requirements.
- Monitor design team performance against schedule, budget, quality, and production targets.
- Develop resource plans with project leadership to maintain appropriate engineering capacity across active packages.
- Review discipline staffing estimates, resource budgets, and assignment schedules.
- Adjust staffing levels to address changing workloads, critical design periods, and project priorities.
- Monitor discipline overhead expenditure and maintain performance within authorized budgets.
- Establish design standards, procedures, technical workflows, and discipline guidance.
- Identify opportunities to improve departmental procedures and increase design delivery efficiency.
- Promote consistent quality assurance and quality improvement processes throughout the design lifecycle.
- Review technical deliverables for quality before formal submission to Clients and stakeholders.
- Support resolution of complex design issues that could affect project scope, cost, schedule, safety, or constructability.
- Coordinate technical decisions with project controls teams where design changes could affect cost, risk, or schedule.
- Promote BIM and digital engineering workflows for improved coordination and information management.
- Support clash detection and interdisciplinary reviews using Revit, BIM360, Navisworks, and related digital platforms.
- Maintain effective document control and traceability across drawings, reports, revisions, comments, and approvals.
- Support recruitment and evaluation of technical personnel according to project resource requirements.
- Provide orientation, mentoring, technical guidance, and professional development for design team members.
- Conduct performance evaluations and address capability or performance issues when necessary.
- Encourage knowledge sharing and development of reusable technical standards and procedures.
- Coordinate with government and semi-government stakeholders where projects require formal technical engagement or approvals.
- Maintain management visibility of design progress, outstanding decisions, technical risks, resource constraints, and recovery requirements.
Ideal Profile
- Bachelor 's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or a related engineering discipline.
- More than 20 years of progressive professional design experience.
- At least 10 years of technical coordination experience involving site infrastructure and landscape projects.
- Proven capability managing multidisciplinary design teams on large-scale projects.
- Extensive experience coordinating multiple design packages and simultaneous technical deliverables.
- Strong understanding of engineering codes, design standards, regulatory requirements, and approval processes.
- Experience delivering infrastructure or major development projects in Saudi Arabia or the wider Middle East is highly desirable.
- Strong capability reviewing designs from technical, constructability, coordination, quality, and compliance perspectives.
- Experience working with government or semi-government Clients is advantageous.
- Strong understanding of design interfaces with project cost, schedule, risk, and project controls.
- Proficient with AutoCAD, Revit, BIM360, and relevant document management applications.
- Working knowledge of BIM, Navisworks, and digital engineering coordination platforms.
- Able to lead technical meetings and communicate multidisciplinary design solutions clearly to diverse stakeholders.
- Demonstrated experience planning engineering resources and supervising technical personnel.
- Strong presentation, collaboration, decision-making, and stakeholder coordination capability.
- PMP, RICS, PE, or equivalent professional certification is advantageous.
- Valid Saudi Arabian driving license is desirable.
